However, if a sign is ever more than 50% destroyed, it would have to <br />be reconstm4ted ~according to existing regulations. <br />D. iscussion ~nsu~d regarding temporary signs, portable signs, special event signs, garage sale <br />signs, etc. · <br /> <br />Upon inquirg, Ms. Frolik stated the reason the City is reviewing the sign ordinance is because <br />there are so ~an2~ violations and the City is trying to correct them. <br /> <br />Angela, JA(~ Auto Sales, 6336 Highway #10 N.W., Ramsey - stated car lots have a real need for <br />signs to ke~ their business going. Banners and flags call attention to their specials and gets <br />people to vlS!t th6ir lots. <br />Keith Poppe~hagen,,Keith's Auto Sales, Ramsey - stated his biggest concern is the banners and <br />pennants, i% ddesn t feel they are unsightly and they are a big part of his advertising. Painting <br />prices on th~ wihdshields of the cars is also part of his advertising and he feels that should be <br />allowed. Heista~d "No sign is a sign of no business" He added that it is his constitutional right <br />to use sign~'~ advertise for his business. <br /> <br />Ms. Frolik :stated that currently the banners and pennants are prohibited but due to lack of <br />enforcemeritlby !he City, they have been in existence. With regard to advertising on cars, the <br />ordinance d4}es hot allow someone to take an old car and paint advertising messages on it; <br />however, pfi4,es ~ainted on car windows within the sales lot is allowed. <br />Mr. Poppenhi~ger~ stated he will not take his flags down and that he will hire an attorney to find out <br />what his righls ~e. <br />Ralph Nisseq, owner of Discount 10 Liquor, Ramsey - inquired how the sign ordinance affected <br />his advertising Which ~s five 4 x 8 signs on his building and banners advertising his weekly <br />specials. He[fel~ if he was forced to take down his signs, he would not look like a liquor store. <br />With regardi to r~the car lots along Highway #10, he felt there isn't any one that has an <br />overabundance of signs. <br /> <br />Ms. Frohk~.e~he41 that Mr. N~ssen is allowed 30% of h~s window space and 15% of h~s wall space <br />for signs. Since Ce use of banners is illegal, Ms. Frolik suggested the use of a reader board as an <br />alternative.~ ~Sh~added that the ordinance is not really changing the size or number of signs <br />allowable. ,The ~,ity has not done the best job of enforcing the sign ordinance in the past and they <br />are now tryin~g to'educate the businesses as to what is allowable and what is not. <br /> <br />Mr. Poppenl~gen stated he would like to know who the "City" is. He asked if it's the people <br />driving doW~ th~ highway or if there is a list of names and do they pay the same amount of taxes <br />as he does. <br /> <br />Mr. Delaney ~tatgd that businesses have to exist and they have to advertise. He feels if the City <br />makes the r0~s tgo severe, the only people who will win will be the attorneys. He asked the City <br />to give busin~sse~ a fair break.
