<br />CASE # ~ <br /> <br />CONSIDER POLICY FOR CONSTRUCTION USE OF SIDEWALKS IN RAMSEY TO\VN <br />CENTER <br />By: Leonard Linton, Civil Engineer II <br /> <br />Background: <br /> <br />Ramsey Town Center was designed as a pedestrian friendly project Some ofthe critical elements are <br />buildings in close proximity to the property line, sidewalks from back of curb to the front of the building and <br />planting beds in the sidewalks. These elements have been installed along Sunwood Drive with the retail. <br />center, two office buildings and Municipal Center. The City Council awarded bids for construction of the <br />sidewalks and planters along the south side of Sunwood Drive from Zeolite Street to the Municipal Center <br />and along the north side of the street from the Municipal Center east to Ramsey Boulevard. The approval of <br />the project included a request for development of a policy regarding construction adjacent to the new <br />streetscape. <br /> <br />Staff has contacted several cities that have similar streetscape environments. We did not find a defined <br />policy; however, all respondents indicated that their agreement with the developer includes a provision for <br />replacement of all damaged sidewalk resulting from the construction activities. . <br /> <br />Staffhas outlined the following components that could be incorporated in a policy or included as standard <br />language in development agreements for projects adjacent to the new streetscape. These elements include: <br /> <br />. Take pictures of the sidewalk before any construction activity commences. <br />. Require an escrow to cover replacement of the sidewalk, plantings and features if damaged during <br />construction. <br />. Include replacement of damaged features in the Development agreement. <br />. Contact Connexus and request the light poles adjacent to the project be removed during construction. <br />. Install silt fence or construction barrier around the planting beds to prevent compaction. <br /> <br />Incorporating these requirements into the basic development agreement for Ramsey Town Center would be <br />relatively easy. Development of a formal policy would also be relatively easy, the decision before the <br />Committee relates to the level of formality desired for addressing the future construction adjacent to the <br />streetscape. <br /> <br />Financial Impact: <br /> <br />This policy does not have a financial impact on the City. <br /> <br />Recommendation: <br /> <br />Staff recommends. establishing the guide lines for construction adjacent to the Sunwood Drive streetscape <br />before a project is brought in for approval so that the expectations of the developer are clear from the <br />beginning of the project. Staff can support changing the development agreement language or creating a <br />specific policy. <br /> <br />3 <br />
