<br />;'il. <br />TRlJST <br />'w <br />Pt:'BLlC <br />LAND <br />m;;;;;m RAMSEY CITY MINNESOTA <br />#.~..."~.w,.,,, , <br />-- <br /> <br />Feasibility Study <br /> <br />Conservation Related Issues <br /> <br />City of Ramsey <br /> <br />One of the goals outlinedin the City of Ramsey's strategic plan from the 2006 <br />Comprehensive Financial Annual Report is to create and protect an interconnected system <br />of athletic areas, parks, trails, and green spaces throughout the city in order to provide <br />increased park and natural resource opportunities to the public. Some of these goals are <br />being met through the development of Ramsey's Town Center, which among other <br />objectives, aims to guide future growth and limit that which will encroach on valuable <br />natural resources. <br /> <br />Ramsey Town Center is a 370-acre, mixed use development located on U.S. Highway 10 <br />between Ramsey Boulevard and Armstrong Boulevard. The Town Center was originally <br />envisioned in the Comprehensive Plan process begun in 1998 and was originally funded <br />through the Metropolitan Council provided. Much of the plan is currently being <br />implemented and in the last two years construction has beeli completed or has begun for <br />several schools, commercial/retail stores, new City Hall/Police Station, various road <br />improvements and numerous residential subdivisions - 665 liew residential units approved <br />in the last two years within the Town Center.19 The capital project fund supporting the <br />Ramsey Town Center project reported a fund balance of $762,207 in FY 2006. There was a <br />reduction of $4,645,016 in the fund balance from the previous year.20 <br /> <br />Other ways in which growth and natural resource protection are being managed are through <br />such organization and governmental entities as the Anoka Conservation District, Embrace <br />Open Space, Environmental Policy Board Committee, and the Parks and Recreation <br />Commission. <br /> <br />The Anoka Conservation District (ACD) is a non-regulatory county level subdivision of <br />state government. ACD provides technical and financial assistance to private landowners to <br />manage natural resources in a way that conserves and improves soil and water resources. The <br />Conservation District was established in 1946 under Minnesota Statutes Chapter 103C, ACD <br />largely worked with agricultural producers but has since evolved to serve the changing <br />demographics of the county. With very little agriculture remaining in the county, ACD <br />provides assistance to landowners on all sized properties and helps other local governments <br />plan and implement wise resource management strategies.
