CASE # 1

Presentation of Feasibility Study Results
By: Chris Anderson, Environmental Coordinator

Background:

In January of2008, the Environmental Policy Board requested City Council to adopt a resolution
of support to seek technical assistance with researching the feasibility of and funding options to
protect natural areas and open space. The motion for approval of said resolution failed. During
that discussion, members of Council suggested that there is an established process to place a
question of this nature on the ballot without Council involvement (i.e. obtaining signatures
through a petition). After conferring with the City Attorney, petitioning to add a general
obligation bond referendum to the ballot is not a viable option according the City's Charter.

As a result, a private citizen's group contacted EOS to inquire about having the feasibility study
completed on their behalf. That request was approved and the feasibility study was recently
completed by TPL (May, 2008). The citizen's group would like to present the results of the
study tothe.Environmental Policy Board for consideration. The feasibility study is attached.

EPB Action

Based on discussion.

EPB: 6/17/08
