<br />FC CASE # 2- <br /> <br />AUTHORIZE PLANS AND SPECIFICATIONS FOR IMPROVEMENT PROJECT 08-30 <br />ALPINE PARK SKATE PARK <br />By: Mark Riverblood, Park's Supervisor <br /> <br />Background: <br /> <br />Within the proposed 2008 Parks Capital Improvement Program (CIP) is an allocation of <br />$195,000 for what would be the first part of a longer-term, phased development of the west side <br />of Alpine Park. Specifically, this would be a two level concrete slab with integrated concrete <br />skate board elements. The lower slab would also be used for spring, summer and fall wheeled <br />skating in the future, and ice skating in the winter. A first phase access drive and small parking <br />area is also contemplated. <br /> <br />In addition, at the City Council meeting of May 13, 2008 staff was authorized to prepare plans <br />and specifications for the abovementioned parking area as well as a trail connecting the <br />neighborhoods west and southwest of Alpine Park along Garnet Street to the park. These <br />elements would be bid out as part of the proposed watermain project. <br /> <br />The purpose of this case is to approve the concept plan for Alpine Park generally, and the skate. <br />park features specifically - so that bids may be obtained. Once the project elements are known, <br />the project will return for City Council approval. <br /> <br />Observations: <br /> <br />The Park and Recreation Commission have undertaken a comprehensive and programmatic <br />process over the last year and one-half leading up to the design and specifications for Ramsey's <br />first skate park. This included the side-by-side evaluation of concrete elements versus less <br />durable modular components. This led to the pre-purchase of three, concrete Solo brand skate <br />board features for the Happy Days event last fall. Thereafter, the City of Minneapolis donated <br />two more Solo structures to Ramsey. The design of Alpine's future skate park incorporates these <br />features accordingly. <br /> <br />Enclosed for your information is a 3-D and plan view of the design and the elements' <br />relationship to the multi-use concrete slab. Also attached is the concept plan which shows two <br />rink ovals. The northerly rink site (nearest Alpine Drive) would be the location of the features <br />this case discusses. Additional information will be available at the meeting. <br /> <br />The Park and Recreation Commission has recommended that the project be approved. <br /> <br />Funding: <br /> <br />Of the $195,000 estimate, $175,000 is scheduled to come from the Lawful Gambling Fund. The <br />other $20,000 is projected to come from T-Mobile's annual lease agreement for the use of Alpine <br />Park. This agreement is intended to be finalized in 2008. <br />
