<br />The final plat shows a combination of public and private streets. The private streets are all <br />shown to be 24 feet wide and meet City requirements. The development is providing 10 parking <br />spaces along the private streets. <br /> <br />The development is proposed to receive access from Peridot St. N.W., l46th Aveue N.W., and <br />Rhinestone St. N;W. It is also bordered by East Ramsey Parkway; but there will be no accessto <br />this street. <br /> <br />Peridot Street was constructed as part of Town Center 2nd Addition and provides access to <br />Gables Terrace. Rhinestone Street N.W. is complete. East Ramsey Parkway was RTC, LLC's <br />responsibility and the second lift of bituminous will be installed utilizing the R TC Letter of <br />Credit. <br /> <br />Gables Terrace was originally submitted as Ramsey Town Center 6th Addition and included <br />dedication of l46th Avenue N.W. as public right-of-way. However, the 6th Addition was never <br />recorded and is now being revised. Unfortunately, the area of l46th Avenue N.W. is now <br />controlled by the banks and cannot be dedicated with this plat. 146th Avenue N;W. is not a legal <br />access at this time. The private street access from Quartz Way and Peridot Terrace will need to <br />be barricaded from l46th until the right-of-way is dedicated. <br /> <br />The development is showing several small nodes of open spaces, mostly between buildings. The <br />larger open space area will function as a rain garden to assist in stormwater quality. Minor <br />changes need to be made to.thedrainage, grading, and utility plans as noted in the Staff Review <br />Letter. <br /> <br />As part of the Town Center AUAR, a detailed traffic analysis was completed that anticipated the <br />type and size of development shown on the plat. The proposed development is consistent with <br />the traffic modeling system used as part of the AUAR analysis. All of the proposed units meet <br />setback and driveway length requirements. <br /> <br />There are several minor changes that are required to the landscaping and grading plans, as <br />outlined in the City Staff Review Letter. <br /> <br />The new building elevations are somewhat different than the previously approved rowhouse <br />units. Staff previously recommended that some minor changes be made to the middle units <br />within the. building; this recommendation was affirmed by the City Council. at the time of <br />preliminary plat. approval. The applicant has submitted revised building elevations which include <br />some additional stone work on the middle units. <br /> <br />Recommendation: <br /> <br />Staff recommends. final plat and fmal site plan approval of Gables Terrace, contingent upon <br />compliance v,rith the City Staff Review Letter dated March 4, 2008, revised June 17, 2008, and <br />the Developer entering into a Development Agreement with the City. <br /> <br />-218- <br />
