PUBLIC HEARING <br />PLANNING AND ZONING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramse[iPlalaning and Zoning Commission conducted a public hearing on Tuesday, May 5, <br />1992 at the ~arn~y Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota, to <br />hear a requ~$ for preliminary plat approval of Ramsey Meadows; Case of Gilbert Menkveld. <br /> <br />Members P/~ent Chairperson David Bawden <br /> Commissioner Benjamin Deemer <br /> Commissioner Terry Hendriksen <br /> Commissioner Paul Holland <br /> Commissioner Charles LaDue <br /> ~ Commissioner Michael Terry <br /> Commissioner Bradley Thomd <br /> <br />Also Present:i Zoning Administrator Sylvia Frolik <br />, City Engineer Steven lankowski <br /> <br />CALL <br /> <br />Chairperson ~awden called the public hearing to order at 7:58 p.m. <br />PRESENT~TION: <br /> <br />Zoning Adrgigisffator Frolik stated that Mr. Menkveld is requesting preliminary plat approval of <br />Ramsey M .e~l~ ow!s~. The plat consists of approximately 29 acres to be subdivided into 31 lots and <br />would be s~ice4~l by City sewer and water. She added that development of the plat will require <br />paving 149th Lan~ N.W. which is currently an existing, unimproved street. <br /> <br />John Ewert, $414 - 151st Avenue N.W. - stated he is opposed to the plans for 149th because of <br />increased traffic Which is a danger to children and wildlife. He felt it was not necessary because <br />you only haw to ~o two blocks to go across County Road #5 to Highway #47 now. <br /> <br />Jim SandneSs~ 15~00 St. Francis Boulevard N.W. - stated his property borders 149th Lane N.W. <br />and he, too,':iS cogcerned about additional traffic. He also expressed concern about the wetland <br />areas. He als$ fe~ls it is not necessary to have another access to Highway #5 when you only have <br />to go two b~ot:ks !now to access it. He also questioned how long it would be before he and his <br />neighbors w~ p~essured into hooking up to City sewer and water. <br /> <br />Ms. Frolik ~S!ure~l him that any extension of City sewer or water into his neighborhood would <br />require the b,e~hefitted property owners to petition for it and if the majority are opposed, it will not <br />happen. <br /> <br />David Pehlk¢; 5566 - 152nd Avenue N.W. - stated his land borders part of the area and he knows <br />most of the Subje.~t property is under water. He stated he is opposed to the plan. <br /> <br />Ms. Frolik staied ghat with regard to wetland, the present law does not prevent filling of them but <br />puts severe restrictions on them relating to mitigation.
