Voting No: None. <br />Chairperso~l Bawden recessed the Planning and Zoning Commission meeting at 8:43 p.m. <br />Chairperson ita~den reconvened the Planning and Zoning Commission meeting at 8:54 p.m. <br /> : '. <br />Case #5: Review of Ramsey City Code Sections 9.50.37 to 9.50.59 <br /> <br />Zoning Ad~is~ator Frolik stated these changes are confirming in the City Code what practices <br />the City is ,~.at~, .a~ implementing for developments such as street lights, park dedication, etc. She <br />stated she is;lbok.fng for comment prior to publishing the public hearing notice. <br /> <br />Commissio~ Deemer suggested the following addition to 9.50.37, Subd. 6 (a): "The City Park <br />and Recreati0~n Ud0mmission and subdivider may agree upon a recommendation to the City Council <br />as to the fait m/~rket value based upon recommendation by the City Assessor and/or City <br />Administra~or'i~ Designee". <br /> <br />Motion by C0~mnlissioner Hendriksen and seconded by Commissioner Terry to amend Subd. 9 (b) <br />to read ",Co~le~e, construct and surface trails which are identified in the City's Trail Corridor <br />Plan...' (ellmi~ate the word pave because paving is not appropriate for all uses - such as horse <br />trails). <br /> <br />Motion cardqd. Voting Yes: Chairperson Bawden, Commissioners Hendriksen, Terry, Deemer, <br />Holland, LaDue and Thorud. Voting No: None. <br /> <br />Motion by COmmissioner Terry and seconded by Commissioner Deemer to amend Subd. 9 (e) to <br />read "Provid~ su.fficient public road access and parking as deemed appropriate by the City <br />Engineer f0rlnei#hborhood parks and additional frontage for community parks. <br />Motion card~ ~1. Voting Yes: Chairperson Bawden, Commissioners Terry, Deemer, Hendriksen, <br />Holland, Lal~, e and Thom& Voting No: None. <br /> <br />The Planningland Zoning Commission suggested that 9.50.38 Subd. 1 should include a definition <br />of Regulatot'yIFlocd Protection Elevation. <br /> <br />Motion by C~mraissioner Deemer and seconded by Commissioner Terry to amend 9.50.58 to add <br />more classiflehfi°hs of trails conducive to their specific use. <br /> <br />Motion cardeJd. Voting No: None. <br />Case #6: i Discussion of Lot Area as it Relates to Platting and Code <br /> ~ Enforcement <br /> <br />Zoning Admibis~ator Frolik stated that for platting purposes, developers may include road right- <br />of-way ,w_hen ~eeting minimum lot area requirements. For code enforcement purposes, it has been <br />the City s pol!cy to compute lot area from property line to property line.
