<br />1. The sign will not interfere with the ability of drivers and pedestrians to <br />see any street or highway sign, or any traffic sign or signal, or any <br />crossroad or crosswalk; and <br /> <br />2. The sign will not distract drivers nor offer any confusion to any street <br />or highway, sign, or any traffic sign or signal. <br /> <br />c. A sign shall not be located so as to extend over any lot line or within fifteen <br />(15) feet of any point of vehicular access from a parcel to a public roadway. <br /> <br />Subd. 6. Dynamic Display and Illumination. Any site lighting or <br />illuminated sign located on the ground, or on a building or in a v.indo'.'" which changes in either . <br />color or intensity of light shall not be permitted, except such a sign gi~/ing public service <br />information such as time, date, temperature, weather or similar information, shall be permitted. <br />The Zoning Administrator in granting permits for illuminated signs shall specify the hours <br />during '.vhich the same may be kept lighted in order to pre~/ent the creation of a nuisance. There <br />shall be no use of revolving beacons, zip flashers or similar devices' v.'hich cause any of the <br />sources of light to change in intensity, unless as permitted a.bove. Based on [mdings conducted <br />by scientific studies. the' city finds that dynamic displays should' be allowedori sign with <br />appropriate regulation in order to minimize their proliferation and their potential threats to public <br />safety . <br /> <br />Regulations. Dvnamic Displays on signs are subiect to the following conditions: <br /> <br />1) Size. No dynamic display shall exceed 35 percent of the actual copy and <br />graphic area of a sign. The remainder of the sign must not have the capability <br />th have dynamic displays. even if not used. Only one dynamic display area-is <br />permitted on a sign face. <br /> <br />2) Frequency of display change. A dynamic display may not change more often <br />than once every 3 seconds. and no part of the display may flash or scroll at <br />any time. The images display must be'static. and the transition from one <br />display to another must be instantaneous without special effects. <br /> <br />3) Brightness. No sign may be brighter than is necessary for clear and adequate <br />visibility. or that it interferes with the effectivenss of a traffic sign or signaL or <br />that it distracts a driver from motor vehicle operation. <br /> <br />4) . Troubleshooting. Dynamic displays must be designed and equipped to freeze <br />the device in one position if a malfunction occurs. The display must also be <br />equipped with a means to immediately discontinue' the display if it <br />malfunctions. and the sign owner must immediately stop the dynamic display <br />when notified by the city that it is not complying with the standards of this <br />section. <br /> <br />18 <br />
