Mr. Norrell stated there is not a direct proportion in cost related to the number of sites. There is
a lot of baseline info that is done for all of the sites regardless of the deliverables. He stated that
there would be a drop in price if the deliverables were reduced but it would be in the $10,000
range.

Chairperson Riley asked if Buxton would assist in the traffic counts.

Mr. Norrell stated that they would assist in the traffic counts.

Mr. Martinson of PSD, LLC explained that there has been some energy injected into the Town
Center from the Medical office project, the Fountains of Ramsey and the ongoing streetscape.
PSD has promoted a lot by lot approach to this point and it has resulted on slow but steady
development. Identification of an anchor is very important to PSD to help build momentum for
the project. A future bride over the Mississippi and a train stop in Ramsey are major
transportation issues that need to move forward to help this project move forward.

Mr Hart asked whether or not the study would conduct a financial analysis of the area and a
feasibility study.

Mr. Norrell stated it would not.

Member Kiefer stated that using a company like Buxton would give credibility to the retailer
search and the probable proposals.

Economic Development Coordinator asked if there could be a waiver of the SCOUT (Proposal
database for the city) fee for the second year that would amount to a saving of$12,000.

Mr. Norrell stated that the fee could be waived for the second year of SCOUT.

Consensus was to bring this back to the June EDA meeting to discuss what level of funding the
EDA would be willing to devote. Staff was also directed to look at potential partners for funding
the study.

Case #2:

Consider Assistance Package for Arrow Signs

Economic Development Coordinator Sullivan reported that Arrow Signs is currently leasing in
Ham Lake and has identified Ramsey as a potential place to relocate. Arrow Signs is
considering purchasing the Peck Construction building located at the southwest intersection of
Sunfish Lake Boulevard and McKinley Street. The owner is asking for assistance to purchase,
remodel, and make substantial site improvements to this site.

Member Elvig stated that the business might have cash flow difficulties being that they have
been leasing for such a long period of time. Helping move up to building ownership might not
be the best thing to do at this point.

Economic Development Authority/May 15, 2008
Page 4 of7
