<br />Interim Community Development Director Frolik stated that it had been done in the past. <br /> <br />Mayor Gamec suggested that the City begin with a letter outlining a deadline for when the <br />violation needs to be corrected and if not done then move onto the next phase of enforcement. <br /> <br />Councilmember Olson stated that the length of time given to correct violations would vary <br />depending on the time of year. <br /> <br />Councilmember Dehen stated that he feels the City can be flexible with the deadline dates, but <br />that repeat offenders shouldn't enjoy that flexibility. <br /> <br />Mayor Gamec stated that he disagreed and felt that the City needs to be consistent and look at <br />everybody starting fresh with the new process. <br /> <br />Councilmember Look stated that he feels the City Council should review the current codes on <br />the list of examples given, such as animal violations, because he is unsure what the current code <br />even states. He stated that some of the codes may have been written long ago and may not apply <br />today. He stated that he would like to see the City Council update the codes before it begins the <br />enforcement process. <br /> <br />City Administrator Ulrich suggested that staff can chart the violations and what the current <br />penalty is as well as what the proposed enforcement measure would be. <br /> <br />Interim Community Development Director Frolik confirmed that the idea from the City Council <br />is to begin with a letter giving a reasonable time frame for correction of the violation, and if <br />ignored, issue citations. <br /> <br />Councilmember Olson stated that she feels the City needs to keep in mind the current foreclosure <br />rates on homes and feels the problems with siding, roofing and other exterior issues will be <br />skyrocketing. <br /> <br />Mayor Gamec stated that he feels notice should still be served on these properties. <br /> <br />Councilmember Olson stated that when a property is foreclosed, the bank will usually clean up <br />the property, but will not complete a project such as roofing and the homes are sold "as is". <br /> <br />Councilmember Jeffrey stated that if there are liens against a property, the banks will need to pay <br />them to sell the property. <br /> <br />Councilmember Dehen stated that listed under future topics for work session is Home Business <br />Ordinance and he would like that to be moved up sooner on the schedule. <br /> <br />City Administrator Ulrich stated that that topic can be scheduled for January along with an <br />update on the use of the abatement process on nuisance and zoning code violations. <br />
