<br />City Attorney Goodrich stated that the Charter Commission is trying to keep the charter up to <br />date and see that it grows with the community. He stated that the Charter was drafted when there <br />were five Councilmembers and there was no primary election system and now there are seven <br />Councilmembers as well as a primary election system. He stated that they have been reviewing <br />the language and why it may be not valid anymore. He stated that they did not see an urgent <br />need or a problem, but are just slowly reviewing the Charter language for possible updates. He <br />reviewed the language in Sections 4.5.5.1, 4.5.5.2 and 4.4.5.5. <br /> <br />Councilmember Strommen stated that she again feels this language is confusing and doesn't <br />understand why there is the assumption that this couldn't be handled with the regular election. <br /> <br />City Attorney Goodrich stated that there are certain time sequences that need to.be met and noted <br />that this section just applies to the eight week period prior to a primary election. He reiterated <br />that there are other provisions for other vacancies and other circumstances. <br /> <br />Mayor Gamec stated that he agrees with Councilmember Look that this needs more discussion at <br />a work session. <br /> <br />Councilmember Look stated that he sees value in meeting jointly with the Charter Commission <br />because he feels some of the information presented tonight is out of context and could benefit <br />from a detailed discussion. <br /> <br />Citizen Input <br /> <br />There was none. <br /> <br />Motion by Councilmember Olson, seconded by Councilmember Elvig, to close the public <br />hearing. <br /> <br />Motion carried. V oting Yes: Mayor Gamec, Councilmembers Olson, Elvig, Dehen, Jeffrey, <br />Look, and Strommen. Voting No: None. <br /> <br />The public hearing was closed at 7:43 p.m. <br /> <br />Council Business <br /> <br />Mayor Gamec called the regular City Council meeting back to order at 7.:43 p.m. <br /> <br />Motion by Councilmember Look, seconded by Councilmember Olson, to introduce an ordinance <br />amending Section 2.5 of the City Charter creating a councilmember liaison when a vacancy <br />occurs and Section 4.5.5 of the City Charter amending the procedure for filling a vacancy in an <br />elected office of the City when there is less than eight weeks prior to the primary election. <br /> <br />Further Discussion: Councilmember Jeffrey stated that he would like to make sure there is a <br />joint meeting to discuss these issues. <br /> <br />City Council / July 22, 2008 <br />Page 7 of 23 <br />
