CASE #2

NEW RESTROOM FACILITY AT EMERALD POND PARK
By: Mark Riverblood, Parks Supervisor

Background:

As part of the 2007 Parks Capital Improvement Program, a new restroom facility was proposed
for Emerald Pond Park. The intention was to improve the aesthetics and function for park
patrons over the rented plastic 'biffys'. Becausethis park has sewer and water available, the new
facility would save $84 in monthly service and rental costs - in addition to providing improved
service like hot water for users.

Observations:

This project is near completion, just under the Park Trust Fund $35,000 allocation and deemed a
success. The purpose'ofthis case is for the Commission to inspect the structure, in anticipation of
similar improvements for other parks - as 'part of the Capital Improvement Program. The next
such project may be Rivers' Bend Park in 2009.

Included with the case is a photo following the building's initial placement. Staff paved the
connecting path on July 1 S\ and a drinking fountain has been ordered with the intention to add a
diaper changing station if the remaining budget allows.

Commission Action:

Inspect the new restroom facility at Emerald Pond Park - and based upon discussion, provide
direction for future capital improvement planning.

Reviewed by:
Public Works Director/Principal City Engineer
Civil Engineer II

P&R: 07/10/08
