REPORT FROM PUBLIC WORKS
By: Public Works Staff
CASE # 15
Background:
The Public Works Committee met on Tuesday, June 10, 2008 and discussed the following five
cases:
CITIZEN INPUT
There was none.
APPROVE AGENDA
Motion to approve the agenda as submitted.
Case #1 Update on Highlands at River Park Pond
Background:
The Public Works Committee has discussed this issue many times, the last time was in February
of 2008. The City recently received a letter from Arcon, stating that they have no funds beyond
what the City has retained, to do any improvements to the pond. In their letter, they requested
that the City use the $30,000 remaining in escrow to resolve the problems. There have been
some discussions about introducing a product called Seepage Control, however the amount of
chemical sealer for this size project would be about $30,575.
Staff stated that there are a few options to consider. Staff could purchase and introduce this
product into the pond and hope it works. Staff could also do some spot repairs to the liner in
addition to the chemical introduction. Another option would be to sit back and allow the
homeowners to work with the developer to resolve the issue and retain the $30,000. Staff thinks
the biggest question would be the potential liability of the City taking over the project or if the
cost is above and beyond the $30,000 from the developer.
The Public Works Committee requested that the residents try to reach some consensus amongst
themselves on an approach to remedy, the problem, and then work with staff and Arcon an the
release of funds and implementation.
Committee Action:
Ratify the recommendation of the Public Works Committee.
—125—
