He stated that staff is looking for direction from the Council on the following <br />options: Continue with current feasibility study in the original proposed location; Investigate the <br />opportunity to acquire a portion of the property at 16660 St. Francis Boulevard; or Investigate <br />the opportunity to acquire the entire parcel at 16660 St. Francis Boulevard, which is <br />approximately 14.22 acres. He stated that the property owner threw out some dollar amounts <br />that match the amount he owes on the property, which are about what the City would save on <br />this project. <br />Councilmember Jeffrey asked if staff was recommending that the City look at purchasing the <br />entire parcel. <br />Assistant City Engineer Himmer stated that if acquiring the land would be the same cost as <br />having piles, then he feels the City should acquire the land. He stated that if the City owned the <br />land, there are many possible uses for the land, including partial re -sale. <br />Mayor Gamec stated that he agrees that looking into acquiring this land is the way to go. He <br />stated that the golf course has contacted him about building on the other side of this land, so <br />there may be a possibility of doing something in conjunction with them. <br />Councilmember Elvig stated that he thinks there will be an outcry in the area if there is a water <br />tower right next to the road. <br />Councilmember Dehen questioned if that would be because it is an eyesore or would cause <br />visibility problems. <br />Councilmember Elvig stated that people got upset about having a cell phone tower in the park, so <br />now putting a water tower on the road may also be a problem. He stated that he had not heard <br />about the possibility of working with the golf course. He asked what the savings amount would <br />be, if the tower was moved to the land. <br />Assistant City Engineer Himmer stated that there would be a $400,000 savings if the City didn't <br />have to do the piling system and an additional savings of $100,000 because of the elevation of <br />the land. <br />Councilmember Elvig asked what the cost of acquiring this property would be. <br />Assistant City Engineer Himmer stated that the landowner owes about $500,000 on the land. <br />Public Works Director Olson stated that staff will meet with the property owner on this issue and <br />get some additional information. <br />Assistant City Engineer Himmer noted that that the estimated market value through the County is <br />listed at $310,000 for 2009. He stated that he sent out 550 notices on this project and only 4 <br />people showed up at the open house for the original location. <br />City Council Work Session / June 24, 2008 <br />Page 2 of 6 <br />
