SECTION 3. SUMMARY <br />The following official summary of Ordinance #08-XX has been approved by the City Council of <br />the City of Ramsey as clearly informing the public of the intent and effect of the Ordinance. <br />Ordinance #08-XX is designed to hold the "host" responsible for events and gatherings where <br />underage persons are consuming or possessing alcohol, Ordinance #08-XX establishes <br />Definitions, Prohibited Acts and Exceptions for Social Host Liab•ltiy. <br />SECTION 4.
