<br />City Administrator Ulrich stated that part of the analysis of the possible new site should be the <br />shadow that would be cast by the water tower. <br /> <br />Public Works Director Olson stated that this was one of the reasons that they talked about <br />acquiring the whole parcel rather than just a portion of it. <br /> <br />Councilmember Elvig expressed his concern that having a water tower on a parcel of land <br />changes the value of what can go into the remaining land. <br /> <br />Councilmember Strommen stated that this would be another advantage of the City purchasing <br />the entire parcel because it can plan the whole parcel and not just the spot where the water tower <br />will be built. <br /> <br />Mayor Gamec suggested that staff hold the meeting with the property owner and report back to <br />the Council. <br /> <br />Councilmember Look asked if the City purchased this, if there is a master plan for developing <br />the entire area, because he would like to think to the future. <br /> <br />Economic Development Coordinator Sullivan stated that there is not a master plan for the area, <br />but the 16ih node has been targeted by the EDA as an area to look at ways to improve it. He <br />stated that this is one of the reasons that they are looking at the Buxton study and noted that there <br />is a meeting on July 8, 2008 for a presentation from Buxton. He stated that they are looking to <br />form a public/private partnership. <br /> <br />Councilmember Look stated that he would be in favor of the possibility of acquiring the whole <br />parcel if there was a master plan for the area and the City isn't just "shooting from the hip". <br /> <br />1) Railroad Quiet Zone <br /> <br />Civil Engineer II Linton stated that staff has been researching options for having railroad quiet <br />zones in the City. He stated that there are certain requirements for intersections to be considered <br />qualified for quiet zone designations. He stated that Sunfish Lake Boulevard, Ramsey Boulevard <br />and Armstrong Boulevard will be eligible, but noted that Jarvis and Alpine would need further <br />upgrades to be considered eligible. He stated that with upgrades, there can be wayside horns or <br />median dividers. He noted that the wayside horns are patented technology that reduces the <br />distance the sound travels. He stated that Andover installed a wayside horn in May, but it has <br />had a few problems. <br /> <br />Councilmember Dehen asked how far back a median would have to go and if MSA funds could <br />be used for this kind of upgrade. <br /> <br />Civil Engineer II Linton stated that the median would go back 100 feet with a 6 inch high curb. <br /> <br />Mayor Gamec asked if the median needed to have posts on top, like those he has seen in Coon <br />Rapids. <br /> <br />City Council Work Session /June 24, 2008 <br />Page 3 of 6 <br />
