CASE # ~

CONSIDER 2008 STORM SEWER IMPROVEMENTS
By: Steven Jankowski, City Engineer

Background: .

Recall that at the June 19, Z008 Public Works Committee meeting staff presented several stonn
water issues that are brought to its attention through citizen complaints. Below is a brief
description of drainage issues being evaluated for possible correction in Z008.

. 16350 Kangaroo Street - A majority ofthe right-of-way drains to one location within the
cul-de-sac and flows through an easement along the property line to a larger drainage
and utility easement enclimbering a wetland system behind the residences. This
concentrated flow is creating an erosion problem along the property line and within the
naturally occurring ditch system in the wooded area behind. Stabilization is required
along the eroded areas .
. 6941 152nd Aven~e - Drainage from Jaspar Street is transmitted from the street via a
bituminous spillway and is supposed to flow through an easement along the property line
to a wetland. The grade is relatively steep and the flow is not staying within the easement
and is causing erosion. A line ormature pine trees along the northerly property line of
6941 15Znd Avenue prevents the likelihood of turf ever becoming established. The
property owner reports that water sometimes flows into his nearby outbuilding.
. Llama Street and 163rd Avenue - A short segment of storm sewer is in place west of this
intersection. However flow to this system originates over 1500 feet to the south near the
intersection of Llama and 163rd Avenue, a distance of over twic.e that recommended for
curb line flow..A large portion of 163rd Avenue is inundated during storms. To make
matters worse the flow washes large quantities of pine needles onto the existing catch
basin which plugs the basin. Water then overflows the crown of the 163rd Avenue and
flows down the driveway and into the property located at 8411 163rd Avenue.
. Kamacite Street and 1481h Lane/Avenue - There is substantial ponding on the common lot
line between 7062 148th Lane and 7061 148th Avenue. This storm water is generated from
several contiguous private properties. Both property owners have expressed interest in
resolving this issue.
. 6043 Highway J 0 - This building is the former Parabody building on Highway 10 which
is located immediately west of the Anoka-Hennepin Technical College parking lot. This
property has three catch basins located on its east side which have been designed to
percolate storm water into the sandy soil. These catch basins work poorly and water
stands for days after heavy rain or snow melt events. Several years ago a storm sewer was
constructed through the north side of the property which transmits storm water from the

47
