Absent: Nixt. <br /> <br />Case #4: <br /> <br />Introduce Ordinance Amending Section 9.11.02 (Accessory Structures) of the <br />Zoning Chapter of City Code <br /> <br />Vice Chairperson Levine closed the regular portion of the Planning Commission meeting at 7:45 <br />p.m. in order to call the public hearing to order. <br /> <br />Public Hearin2: <br /> <br />Vice Chairperson Levine called the public hearing to order at 7:45 p.m. <br /> <br />Presentation <br /> <br />Associate Planner DaInes stated staff is bringing forward some minor revisions to Section <br />9.11.04 (Accessory Structures) of City Code. There are two housekeeping items, and one policy <br />shift that is proposed. The proposed ordinance is included in your packet. <br /> <br />The two housekeeping items staff would like to bring forward relate to the chart located within <br />the accessory structure section of City Code. This chart indicates how much square footage is <br />allowed and the architectural details required for accessory structures, both based on property <br />size. This chart needed to be revised to more clearly layout which architectural standards apply <br />in each category. Secondly, the chart had been revised in 2006 to create a category for 1.5 to <br />2.49 acre parcels. It was subsequently discovered that many of the standards relating to size <br />change at the 2-acre threshold, therefore this category was split. Neither of these two changes <br />will change interpretation or policy within the City Code. <br /> <br />The last item addressed in this ordinance relates to accessory structures 120 square feet or <br />smaller (subd.4.m). After discussion among the building and planning divisions, it was <br />determined that these smaller structures should be included in the overall total square footage <br />allowed within each category. The reasoning is that as the Code reads currently, a property <br />owner could install multiple small sheds on the property without regard to the number or square <br />footage allowed. To mitigate the effect of including accessory buildings less than 120 square <br />feet, staff proposed to increase total accessory space allowed on all parcels (one to ten acres) by <br />200 square feet and increase the number of accessory building allowed by one. This will allow <br />staff to subject all accessory structure space to the space restrictions. <br /> <br />Staff also included a refined definition of accessory apartment to aid in the interpretation of the <br />Code. <br /> <br />Planning Commission/June 5, 2008 <br />Page 8 of 12 <br />
