<br />Commissioner Strommen inquired about the next steps that will be taken from this Plan to <br />proceed with implementa~ion. <br /> <br />HRA Executive Director Frolik indicated staffwill prioritize the HRA projects. <br /> <br />Chairperson Olson requested that an HRA meeting be scheduled with sufficient time to address <br />the topic of completing the prioritization of projects. <br /> <br />Commissioner Elvig stated there has been a lot of discussion about affordable housing. Part of <br />his vision personally for Ramsey is to see that there is a variety of housing. He inquired about <br />creating incentive for developers to build higher end housing. <br /> <br />City Administrator Ulrich indicated it would be appropriate to try to address this within the <br />Housing Plan with a section to address unique executive style housing. <br /> <br />Ms. Capone Bennett noted Goal No. 1 on page 18 talks about providing a variety of housing <br />options for people of all stages and incomes. Supportive Finding No.4 on page 19 talks about <br />diversifying the housing stock. She suggested an additional goal in this section. <br /> <br />Commissioner Look pointed out that he recently presented information that showed taxes paid <br />on properties in relation to services required, and what property values actually cashflow. He <br />asked ifthere has ever been an analysis done of what properties cashflow in their community. He <br />suggested this would be beneficial from an economic approach of trying to determine what type <br />of housing they should be focusing on in the City. <br /> <br />Commissioner Strommen stressed that there are many factors to consider with this type of <br />analysis; such as the size of the parcel. <br /> <br />Commissioner Elvig stated in his first year on the Council there was a huge discussion about <br />density versus large lots, and he spent a lot of time running numbers and looking at townhomes, <br />single family homes, number of kids, etc. He stated their job as elected officials is to build a <br />community. They are trying to get lifecycle housing with a balance that includes things like <br />starter homes, homes for families with kids, empty nesters, etc. He noted there probably is an <br />ultimate picture that draws best as far as a community, but to make all this work there needs to <br />be industry in the City. <br /> <br />Chairperson Olson commented that part of the purpose of doing this Housing Plan is to utilize it <br />as a guideline for creating a diversity of housing options. <br /> <br />Commissioner Jeffrey left the meeting at 6:20 p.m. <br /> <br />Ms. Capone Bennett suggested the following to address the issue of "Move Up Housing" and <br />fold in an evaluation of a cost benefit analysis of varieties of housing: Page 20, Goal No.1, <br />Implementation Strategy No.6 to include language "Explore opportunities to attract executive- <br />level housing to provide a variety of housing choices and opportunities in the City."
