<br />Mr. Schombauer advised that whatever elements the Commissions feels that they would like to <br />pursue they should really do a good job' with each aspect instead of skimping on each to <br />incorporate more. amenities. He advised that quality really does come into play in terms of repeat <br />visitors. He also encouraged the City to design and include alternatives into the bid package. He <br />advised that with what they have seen in terms of return bids they could really do a lot more with <br />their money this year. <br /> <br />Chairperson Johns questioned if Mr. Schombauer could run through the amenities included in the <br />master plan thus far. <br /> <br />ML Schombauer advised that the master plan included an observation platform with canoe <br />launch area, a picnic pavilion with an elevated deck area for modest family size gatherings, a <br />storm water infiltration pond to manage what comes off the lake but also seems like a design <br />element, a trail around the pond with a wooden bridge, parking with access for up to eight <br />vehicles, scattered picnic tables, and benches in strategic spots sheltered from the roadway noise. <br />He advised thatthey also controlled the view sheds and used them to their advantage so that the <br />police driving by would be able to see what is going on but the people using the park would not <br />feel that they are close to the roadway. <br /> <br />Chairperson Johns questioned if the total amount of $425,000 included all of those elements <br />along with the driveways and pathways. <br /> <br />Mr. Schombauer advised that everything included in the park is in the $425,000, but advised that <br />the trails outside of the park that connect to other areas and the underpass were not included in <br />the price of the park. <br /> <br />Chairperson Johns advised that the trail connectivity would need to be a priority for the City and <br />they may need to hold off on the picnic pavilion to ensure that the trails connect. <br /> <br />Parks Supervisor Riverblood advised that the $300,000 was a placeholder and estimate of what <br />the first stage of the park would cost. He advised that when the bids do come back they may <br />have to schedule some of the improvements to occur in the spring of 2009 so that they would be <br />included in the 2009 Parks CIP budget. <br /> <br />Mr. Schombauer advised that in terms of overall costs, in the realms of parks today, this is not an <br />excessive cost and what it really does cost to build a park. He reminded the Commission that <br />there is extremely favorable building bidding occurring right now and it is even better than what <br />it would be in a few years when the repair of roads occurs. He stated that a variety of contractors <br />would be interested in a project ofthis nature. <br /> <br />Parks Supervisor Riverblood advised that bituminous and concrete are expensive right now. He <br />advised that the cost of petroleum products are rising every couple of weeks right now. He <br />advised that with the Alpine Park project this was the first time that they had seen an increase <br />from the project estimate. <br /> <br />Park and Recreation Commission/June 12, 2008 <br />Page 4 of 11 <br />
