that they are keen on the skate park elements being incorporated into the Happy Days Festival
again this year, so the Parks Department would be delivering the requested skate park elements to
them.

. Commissioner Shryock questioned if they already had four elements in their possession.

Parks Supervisor Riverblood advised that they had four elements, but one had been stolen. He
advised that the concrete elements are very durable but are also expensive.

Chairperson Johns questioned the dimension of the skate park area and if the whole feature was
within their budget.

Parks Supervisor Riverblood advised that the skate park area is 60 feet wide. He advised that
hopefully the whole area would be within the budget, as there is competitive bidding. He
advised that this concrete project is more involved than a sidewalk and explained that there are
not as many contractors that specialize in this type ofproject.

Chairperson Johns questioned how easy it would be to add elements to the park once the concrete
slab is laid. .

Parks Supervisor Riverblood advised that it would be easy to add stand-alone options to the park.
He advised that the beauty ofthis configuration is the multi use of the site. He advised that in the
winter they could put game boards around a portion of the area for winter skating and the boards
could also be used in the summer to form a roller hockey or basketball area.

Chairperson Johns questioned if the bid prices were for the skate park or if they also included the
game board elements.

Parks Supervisor Riverblood advised that the bid prices include only the skate park elements and
do not include the game board elements.

Motion by Commissioner LaMere, seconded by Commissioner Shryock, to recommend the City
Council authorize staff to seek bids for the construction of the concrete skate park elements as
presented, pursuant to the 2008 Parks Capital Improvement Program.

Motion carried. Voting Yes: Chairperson Johns, Commissioners Erickson, Barr, Hansen,
LaMere, and Shryock. Voting No: None. Absent: Commissioner Backous.

Roger Hermanson, 15115 Gamet St NW, addressed the Commission and stated that everyone
seems so happy about the project but does not seem to care about the residents living near that
area. He advised that he and his wife had driven around and observed the nearby skate parks in
the area and noticed three to four kids using the equipment and other hoodlums around the area.
He thought it would be better to put the skate park in the Town Center where it would be more
visible and near to the Police Department and City Hall. He advised that the future site, behind
their home, is in a secluded area and is already an area for vandals at night. He advised that the
addition ofa parking lot in that area would add even more disruption to their neighborhood.

Park and Recreation Commission/June 12, 2008
Page 6 of 11
