Commissioner Dehen asked if Commissioner Elvig was suggesting that the BRA provide monies
for first time homebuyers.

Commissioner Elvig stated that he wasn't sure, but that would be a possibility and gave the
example of low interest loans the City of Anoka gave with some of their "fixer upper" type
homes. He suggested that perhaps Ramsey could have a 2% loan option for help with down
payments.

BRA Executive Director Frolik stated that both Minneapolis and Coon Rapids have these types
of programs and noted that certain neighborhoods can be targeted. She noted that she had also
included a map of home foreclosures in Ramsey.

Chairperson Olson suggested that some space be devoted in the newsletter to educate people
about these types of programs.

Commissioner Elvigsuggested that staff put together some possible programs for future
discussion.

Chairperson Olson suggested that the City could also sponsor a forum and people can come in
and talk to whoever may be interested, even beyond first time buyers.

COMMITTEE REPORTS

None.

EXECUTIVE DIRECTOR'S REPORT

None.

COMMISSIONER INPUT

None.

ADJOURNMENT

Motion by Commissioner Elvig, seconded by Commissioner Jeffrey, to close the regular meeting
of the Housing and Redevelopment Authority.

Motion carried.

The regular meeting of the Housing and Redevelopment Authority-adjourned at 7:00 p.m;

Respectfully submitted,

Housing and Redevelopment Authority / May 13,2008
Page 5 of 6

5
