Chairperson Olson suggested that there be a discussion about affordable housing goals at a future
HRA meeting.

City Administrator Ulrich stated that utility bills were just sent out, so including a flyer for the
upcoming meeting would not be timely.

Assistant City Administrator Nelson stated that there could be something included in the City
newsletter.

Commissioner Elvig suggested that the HRA consider spending $1,500 in order to advertise and
get this message out to residents. He suggested that staff also work with local churches to get
this message out.

Mr. Britalden stated that they already work with the area churches.

Assistant City Administrator Nelson stated that to send a special postcard to/ the entire
community would cost around $2,500.

Mr. Britalden stated that they can come to the community for informational meetings as often as
the City would like.

Commissioner Strommen suggested scheduling a 2nd meeting further out so the flyer could be
included in the utility bill, which costs nothing.

There was a Consensus of the Council to schedule an additional meeting with Habitat for
Humanity and advertise with a flyer in the utility bill.

Motion by Commissioner Elvig, seconded by Commissioner Jeffrey, to allocate $6,000 to
HP AC for the 2008 Habitat for Humanity building project.

Motion carried. Voting Yes: Chairperson Olson, Commissioners Elvig, Jeffrey, Look, and
Strommen. Voting No: Commissioner Dehen. Absent: Commissioner Gamec.

Case #2:

Discussion Regarding Challenges in the Ramsey Housing Market

HRA Executive Director Sylvia Frolik stated that Commissioner Elvig had asked that this item
be placed on the agenda for discussion after a conversation he had with a local realtor.

Commissioner Elvig stated that when he was buying a new house, he was charged 5% as a down
payment, but, the day before closing, he was told he would need to bring another 5% because
Ramsey has been designated asa declining market, which means a larger down payment. He
stated that he had a conversation with the realtor about the housing market and options for people
who want to get into a house. He stated that he would like to have some of these people come in
and tell the HRA what they programs or options they have to help get people into homes.

Housing and Redevelopment Authority / May 13, 2008
Page 4 of6
