<br />Police Chief Way stated that this change is moving this to an administrative fee or fine, but is <br />combining the police and fire alarm calls. He stated that they plan to bring the rates and fee <br />schedule to the Council at a separate meeting and noted that it will be a graduated schedule and <br />does cover both commercial and residential alarms. He stated that if someone has a new alarm <br />system, they do give them some breaks while they are learning to use the system. <br /> <br />Motion by Councilmember Look, seconded by Councilmember Jeffrey, to Introduce Ordinance <br />Repealing Section 7.82 (Alarm Systems) of the City Code and Adding Section 5.23 (Alarm <br />Systems). <br /> <br />Motion carried. V oting Yes: Mayor Gamec, Councilmembers Look, Jeffrey, Dehen, Elvig, <br />Olson, and Strommen. Voting No: None. <br /> <br />Case #10: <br /> <br />Introduce Ordinance Amending Chapter 5 of the Ramsey City Code, <br />Creating section 5.22 regarding Social Hosts within the City of Ramsey, <br />Minnesota <br /> <br />Police Chief Way stated that the Council reviewed this at their June 3, 2008 Work Session and <br />were uncomfortable with some of the language. <br /> <br />City Attorney Goodrich noted that specifically, the Council wanted the words "reasonably <br />should know" in item 4, from Section 5.22.02 removed. <br /> <br />Councilmember Dehen stated that he was concerned about holding a homeowner criminally <br />liable for something that they "should" perhaps know. He stated that he feels this language is too <br />subjective. <br /> <br />City Attorney Goodrich suggested that this Ordinance be introduced without that phrase. <br /> <br />Councilmember Look stated that item 5 under Section 5.22.02 talks about taking "reasonable" <br />steps to prevent possession or consumption of by the underage person(s). <br /> <br />City Attorney Goodrich stated that perhaps this section should be looked at more closely also <br />because what is reasonable in "your" household may not be reasonable in "my" household. He <br />stated that this is not a black and white issue and every case may be treated differently. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Strommen, to Introduce <br />Ordinance Amending Chapter 5 of the Ramsey City Code, Creating section 5.22 Regarding <br />Social Hosts within the City of Ramsey, Minnesota, with the amendments, as noted, in Section <br />5.22.02, items 4 and 5. <br /> <br />Motion carried.
