<br />Assistant City Engineer Himmer stated at Quartz there are easements in place and assured the <br />Council that nothing done here would be redundant with future work. <br /> <br />Councilmember Dehen noted this action would make a significant improvement to the road and <br />he wondered if this may not be a good corridor. <br /> <br />Mayor Gamec explained that drivers are going off the road and onto private property. This is <br />one of the most dangerous comers in Ramsey and the City has wanted to change it for several <br />years because it is a safety factor. <br /> <br />Assistant City Engineer Rimmer stated no one has questioned the need for this project and <br />understand it needs to be done. <br /> <br />Councilmember Dehen noted just the comer of 7131 is being impacted. <br /> <br />Assistant City Engineer Rimmer stated that is correct, and it impacts about 750 square feet. <br /> <br />Councilmember Dehen stated it may be even less impact because the City already has some <br />easement. <br /> <br />Assistant City Engineer Rimmer stated the roadway would fall in the right-of-way but the trail <br />would be within two feet of the property line. There is no request for standard drainage and <br />utility easements because they already exist in the street. <br /> <br />Councilmember Dehen asked whether the City would be required to take the full seven acres if <br />the project only impacts a small part. <br /> <br />City Attorney Goodrich advised that Ramsey can take just the amount necessary. <br /> <br />Councilmember Dehen asked whether the owner has been approached about taking just the area <br />of impact. <br /> <br />Assistant City Engineer Rimmer stated the property owner has been approached but not with the <br />appraisal or dollar figures because the appraisals are under consideration tonight. <br /> <br />Councilmember Dehen noted the area of small impact in Alternate 2 is appraised at $27,000. <br /> <br />Assistant City Engineer Rimmer stated the value of the land to be taken is $15,600. Damages <br />and loss of trees is added as well as encroachment in having the road closer to the home and loss <br />of property, which equates to $27,766. <br /> <br />Councilmember Dehen noted that Alternate 2 also impacts the 7100 property and asked what is <br />that cost. <br /> <br />City Council / August 12, 2008 <br />Page 20 of 26 <br />
