Absent: Councilmember Strommen. <br /> <br />Case ##11: Adopt Resolution #08-08-XXX Authorizing Execution of Agreement with the <br />Minnesota Department of Public Safety for 2008-2009 Participation in the <br />Safe and Sober Communities Program <br /> <br />Councilmember Look stated he has experience with this Program and requested that <br />consideration be tabled so Police Chief Way can make comment. He explained that Ramsey <br />receives money from the State for the Safe and Sober Communities Program. The "Safe" <br />portion deals with seat belt use, which is not a primary offense 'so the driver cannot be pulled <br />over for it. The "Sober" portion has to do with enforcement of alcohol arrests. To qualify for <br />the Program, the officers have to make so many stops per hour or per day. Councilmember Look <br />stated that he does not mind police officers making stops for legitimate reasons, but not to meet <br />quotas. He does not want Ramsey residents put into a situation where they are pulled over for a <br />reason that may be fabricated. Councilmember Look stated he was pulled over and given a card <br />indicating they were conducting this Program at 4 o'clock in the afternoon. This left a "bad taste <br />in his mouth." He stated that he has no problem with, as a secondary offense, ticketing if seat <br />belts are not being worn but he does have a problem with quotas. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to table consideration of <br />Resolution #08-08-XXX Authorizing Execution of Agreement with the Minnesota Department <br />of Public Safety for 2008-2009 Participation in the Safe and Sober Communities Program and to <br />request Police Chief Way attend the next Council meeting to address the Council's concerns. <br /> <br />Further discussion: Mayor Gamec noted that Highway Patrol Officers also make stops in <br />Ramsey, not just local officers. <br /> <br />Motion carried.
