<br />Public Safety Personnel - means the law enforcement and fire department <br />officers of the City. <br /> <br />Alarm or Alarm System - A single device or assembly of devices operating <br />mechanically, electronically or by means of radio frequency method such as cellular or private <br />radio signal indicating the need for a response by emergency personnel or services. Such signals <br />emitted may be audible or may be transmitted to some receiving site for the purpose of <br />notification of the need for an emergency response. This definition includes personal panic <br />alarms. The provisions of this ordinance are not applicable to alarm systems affixed to <br />automobiles, boat trailers, house trailers, and recreational motor vehicles. <br /> <br />Alarm User - means the person, firm partnership, association, cooperative, <br />company or organization of any kind in control of any building, structure, or facility wherein an <br />alarm system is maintained. <br /> <br />Anoka County Central Communications - is the facility operated by the <br />County of Anoka, State of Minnesota to receive emergency requests for service and general <br />information from the public to be dispatched to respective public safety units. <br /> <br />Calendar Year - shall mean the period January 1 through December 31 of each <br /> <br />year. <br /> <br />Cancelled Alarm - means an alarm that is cancelled prior to unit arrival, and is <br />not considered a "false alarm". <br /> <br />False Alarm - means an alarm signal eliciting a response by public safety <br />personnel when a situation requiring a response does not, in fact, exist, and which is caused by <br />the activation of the alarm system through mechanical failure, alarm malfunction, intentional <br />acts, improper installation or the inadvertence of the owner or lessee of an alarm system or their <br />employees, agents or of a third party. Alarms activated by conditions such as snow, rain, mist, or <br />fog are considered false alarms for the purposes of this section, but do not include alarms caused <br />by severe climatic conditions such as tornadoes, thunderstorms, utility line mishaps, or other <br />violent conditions of nature. <br /> <br />5.23.03 <br /> <br />Penalties for False Alarms <br /> <br />Upon receipt and determination of repeat false alarms, the following penalties <br />shall be imposed: <br /> <br />Subdivision 1. Administrative Civil Penalties <br /> <br />a. For the third (3rd) false alarm in a calendar year, the administrative civil <br />penalty as established by council ordinance shall be imposed. <br /> <br />b. For the fourth (4th) false alarm in a calendar year, the administrative civil <br />penalty as established by council ordinance shall be imposed. <br />
