No person shall install, monitor or use and possess an operative <br />alarm which utilizes taped or prerecorded messages which deliver a telephone alarm message to <br />the Anoka County Communication Center or the Ramsey Police or Fire Departments directly or <br />via City administration lines. <br /> <br />SECTION 4. SUMMARY <br /> <br />The following official summary of Ordinance #08-22 has been approved by the City Council of <br />the City of Ramsey as clearly informing the public of the intent and effect of the Ordinance. <br /> <br />This Ordinance #08-22 eliminates the alarm system section in Chapter 7, Licensing and Permits <br />and adds it in Chapter 5, Municipal Regulations. Alarm permits will no longer be issued for <br />frequent responses to false alarms by public safety personnel. Data obtained from the permits is <br />being collected through business registrations, per Section 7.20 of City Code, in a more efficient <br />manner. A penalty to the alarm user is being implemented for public safety's response to false <br />alarms in lieu of the permit fee that was formerly charged. <br /> <br />SECTION 5.
