Urban Services GOAL #1: A clean and protected water supply for drinking and recreation for the current and future generations of Ramsey citizens and businesses* STRATEGIES: a) Use Best Management Practices (BMPs) for managing storm water on-site to reduce infrastructure costs and protect local groundwater supplies, including alternative stormwater management techniques such as rain gardens and rain barrels, pervious pavement, gray water systems, native landscaping or other BMPs to supplement existing storm water management techniques, and explore the long-term maintenance issues related to these techniques* b) Explore ways to minimize ground water loss* c) Explore alternative sources for water supply, including completion of the study of a new surface water supply/treatment plant on the Mississippi River* d) Coordinate with other agencies to monitor the quality and quantity of groundwater aquifers* e) Explore cost-sharing and/or joint operation of utility systems with adjoining jurisdictions to reduce cost or realize other efficiencies* d) Ensure on-site septic systems are operating within State and local rules and are adequately maintained e) Implement the surface water management plan f) Educate hOnieowners on Individual Sewage Treatment Systems (ISTS) in the Ramsey Resident and other methods of communication GOAL #2: Efficient availability of sanitary sewer and water to interested property owners STRATEGIES: a) Establish a staging plan for extension of urban services consistent with the Comprehensive Sewer Plan and tied to Comprehensive Plan Amendment Policy b) Existing residents will not bear the costs of new infrastructure without realizing a benefit that is equal to or greater than those costs* c) Explore cost-sharing and/or joint operation of utility systems with adjoining jurisdictions to reduce cost or realize other efficiencies* d) Manage infiltration & inflow (I & I) into the sanitary sewer system^ e) Plan growth that is contiguous to existing development wherever possible and that makes the most efficient use of existing infrastructure f) When planning and building new infrastructure or replacing systems, use the best tech~ology available* Comprehensive Plan Goals & Strategies 5-22-08 *From community planning session (OST) ^From existing Comprehensive Plan ~From EDA or Park Commission no symbol represents a proposed new goal or strategy .
