<br />Urban Services <br /> <br />GOAL #1: A clean and protected water supply for drinking and recreation <br />for the current and future generations of Ramsey citizens and businesses* <br /> <br />STRATEGIES: <br /> <br />a) Use Best Management Practices (BMPs) for managing storm water on-site <br />to reduce infrastructure costs and protect local groundwater supplies, <br />including alternative stormwater management techniques such as rain <br />gardens and rain barrels, pervious pavement, gray water systems, native <br />landscaping or other BMPs to supplement existing storm water <br />management techniques, and explore the long-term maintenance issues <br />related to these techniques* <br />b) Explore ways to minimize ground water loss* <br />c) Explore alternative sources for water supply, including completion of the <br />study of a new surface water supply/treatment plant on the Mississippi <br />River* <br />d) Coordinate with other agencies to monitor the quality and quantity of <br />groundwater aquifers* <br />e) Explore cost-sharing and/or joint operation of utility systems with <br />adjoining jurisdictions to reduce cost or realize other efficiencies* <br />d) Ensure on-site septic systems are operating within State and local rules <br />and are adequately maintained <br />e) Implement the surface water management plan <br />f) Educate hOnieowners on Individual Sewage Treatment Systems (ISTS) in <br />the Ramsey Resident and other methods of communication <br /> <br />GOAL #2: Efficient availability of sanitary sewer and water to interested <br />property owners <br /> <br />STRATEGIES: <br /> <br />a) Establish a staging plan for extension of urban services consistent with the <br />Comprehensive Sewer Plan and tied to Comprehensive Plan Amendment <br />Policy <br />b) Existing residents will not bear the costs of new infrastructure without <br />realizing a benefit that is equal to or greater than those costs* <br />c) Explore cost-sharing and/or joint operation of utility systems with <br />adjoining jurisdictions to reduce cost or realize other efficiencies* <br />d) Manage infiltration & inflow (I & I) into the sanitary sewer system^ <br />e) Plan growth that is contiguous to existing development wherever possible <br />and that makes the most efficient use of existing infrastructure <br />f) When planning and building new infrastructure or replacing systems, use <br />the best tech~ology available* <br /> <br />Comprehensive Plan Goals & Strategies 5-22-08 <br /> <br />*From community planning session (OST) <br />^From existing Comprehensive Plan <br />~From EDA or Park Commission <br />no symbol represents a proposed new goal or strategy <br /> <br />.
