Bonestroo <br /> <br />To: <br /> <br />City of Ramsey Planning Commission and City Council <br /> <br />Date: August 6, 2008 <br /> <br />From: Phil Carlson, AICP, Paul Bilotta, AICP, and Brendon Slotterback <br /> <br />Re: 2008 Comprehensive Plan - Alternatives <br /> <br />Introduction <br />Ramsey has gone through an extensive process of community discussion and visioning in the <br />last year and a half through Ramsey3, culminating in an expression of Vision and Values to <br />guide city growth and development. Supporting these are the Goals and Strategies reviewed by <br />the Council and Planning Commission in May, also based on specific comments that came out <br />of Ramsey3. Thefinal draft version of those Goals is attached for your review. <br /> <br />As the next step in the comprehensive plan process Bonestroo has worked with city staff to <br />formulate three alternative future scenarios for youf consideration. These alternatives illustrate <br />different approaches to city growth and development, each with its own set of assumptions and <br />pros and cons. The scenarios are generalized and would be augmented with design guidelines <br />and zoning standards to ensure they meet the intent of the planand the vision for the city. <br /> <br />The scenarios are explained and illustrated in this memo and the attached analysis, but we <br />believe Scenario 2 best meets the overall intent of the community as expressed in their <br />discussion, the Vision and Values, and the Goals. <br /> <br />Vision and Values <br />The Ramsey3 process formulated statements that guide the' comprehensive planning process. <br />Some of these translate well into land use and development guidance; others are more geared <br />to the attitude and processes that guide decision making. <br /> <br />Vision: Without compromising private property rights and the needs of future generations <br />Ramsey will evolve through citizen-driven, collaborative processes that respect the balance and <br />connectivity between its unique urban, rural and natural environments. <br /> <br />Encourage walkability through pedestrian friendly neighborhoods and transportation. <br />Maintain landowner rights. <br />Employ careful foresight in city planning that includes citizen review, reliance on peer- <br />reviewed science, and comprehensive data collection and analysis. <br />Involve all citizens in decisions that impact their lives, property and neighborhoods <br />through the use of a facilitated process such as collaborative decision-making. <br />Embrace a people-centered, long-term perspective that nurtures neighborhood and <br />community interactions and meets the needs of the present without compromising the <br />ability of future generations to meet their own needs. <br />Preserve unique natural resources for the community, its residents and future <br />developments. <br />Attract and sustain businesses that serve the whole community. <br /> <br />2335 Highway 36 W <br />St. Paul, MN 55113 <br /> <br />Tel 651-636-4600 <br />Fax 651-636-1311 <br /> <br />www.bonestroo.com <br />
