<br />CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a City Council Work Session on Tuesday, October 3,2006, <br />at the Ramsey Fire Station Number 1, 15050 Armstrong Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Members Absent: <br /> <br />Also Present: <br /> <br />CALL TO ORDER <br /> <br />Mayor Pro Tern David Jeffrey <br />Councilmember Todd Cook <br />Councilmember David Elvig <br />Councilmember Al Pearson <br /> <br />Mayor Thomas Gamec <br />Councilmember Mary Jo Olson <br />Councilmember Sarah Strommen <br /> <br />City Administrator James E. Norman <br />Assistant City Administrator Beidi Nelson <br />Human Resources Manager Givonna Reed <br />Management Intern Tim Gladhill <br />Craig Rapp of Springsted, Inc. <br />Jim Lasher of LSA Design, Inc. <br /> <br />Mayor Pro Tern Jeffrey called the City Council Work Session to order at 5:43 p.m. <br /> <br />APPROVE AGENDA <br /> <br />The agenda was amended as follows: 1) Organizational Study; 2) Ramsey Crossings <br /> <br />COUNCIL TOPICS FOR DISCUSSION <br /> <br />1) Organizational Study <br /> <br />City Administrator Norman indicated Springsted, Inc. has completed the organizational study <br />they were asked to conduct on behalf of the City. This is a long-term study of 10 to 15 years that <br />is meant to serve as a guide to address the changing needs of the community. <br /> <br />Craig Rapp, Springsted, Inc., explained the City of Ramsey Organizational Study is an analysis <br />and a plan. Springsted looked at this study as a way of understanding the City's organization and <br />of creating a financial model for the future. The idea is that this study is a snapshot; assumptions <br />have been made about the future with recommendations made on these assumptions. Mr. Rapp <br />stated this study is a management and policy tool that should be revisited at regular periodic <br /> <br />City Council Work Session / October 3,2006 <br />Page 1 of5 <br />
