CITY COUNCIL WORK SESSION CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA The Ramsey City Council conducted a City Council Work Session on Tuesday, October 3,2006, at the Ramsey Fire Station Number 1, 15050 Armstrong Boulevard NW, Ramsey, Minnesota. Norman Assistant City Administrator Beidi Nelson Human Resources Manager Givonna Reed Management Intern Tim Gladhill Craig Rapp of Springsted, Inc. Jim Lasher of LSA Design, Inc. Mayor Pro Tern Jeffrey called the City Council Work Session to order at 5:43 p.m. APPROVE AGENDA The agenda was amended as follows: 1) Organizational Study; 2) Ramsey Crossings COUNCIL TOPICS FOR DISCUSSION 1) Organizational Study City Administrator Norman indicated Springsted, Inc. has completed the organizational study they were asked to conduct on behalf of the City. This is a long-term study of 10 to 15 years that is meant to serve as a guide to address the changing needs of the community. Craig Rapp, Springsted, Inc., explained the City of Ramsey Organizational Study is an analysis and a plan. Springsted looked at this study as a way of understanding the City's organization and of creating a financial model for the future. The idea is that this study is a snapshot; assumptions have been made about the future with recommendations made on these assumptions. Mr. Rapp stated this study is a management and policy tool that should be revisited at regular periodic City Council Work Session / October 3,2006 Page 1 of5
