<br />· Citizen input <br />· Getting the message out <br /> <br />Mr. Rapp provided the following overview of the focus group summary included in the study: <br />· Strongly encourage vision <br />· Capture and use the tax base <br />· Decide who you are and what your financial policies will be; make decisions on how that <br />will be done <br />· Staffing structure and continuity <br />· Commitment to quality <br />· Communication <br />· Plan celebrations for the successes you have <br /> <br />Mr. Rapp reviewed the following recommendations included in the organizational study: <br />· Separate the Fire Chief and Public Works Director positions <br />· Develop the vision <br />· Expanding and revisiting the strategic plan for growth and quality with regular revising to <br />be sure the assumptions are still in place <br />· Having the discussion about the level of quality that is desired <br />· Create a Park and Recreation Department <br /> <br />Councilmember Elvig arrived. <br /> <br />Mr. Rapp reviewed the following additional recommendations included in the organizational <br />study: <br />· Revisiting and revising the staffing plan - setting benchmarks and measures <br />· Customer Service <br />· Service levels <br />· Governance and structure - possible consideration in the future of a city administrator <br />versus a city manager structure and what is the most efficient way to manage the <br />community <br /> <br />Mayor Pro Tern Jeffrey requested staff consider what the process will be now that this study has <br />been completed. He stressed the importance of periodic reviews of the study as a strategic plan. <br />Councilmember Elvig concurred. <br /> <br />Councilmember Cook indicated this study should be incorporated into VISIOnIng with the <br />Comprehensive Plan, parks, trails, etc. <br /> <br />Mayor Pro Tem Jeffrey asked at what point in time this study will be shared with staff. <br /> <br />Human Resources Manager Reed recommended that the study be presented to the management <br />team first.
