<br />2.03 <br /> <br />Boards> and>'Commissihns <br /> <br />.2.03..0-1,.., <br /> <br />EstabliS'hm.ent..;. <br /> <br />Subdivision 1. Boards and Commissions. The City of Ramsey <br />hereby'establishes the following Boards and Commissions <br /> <br />Planning Commission <br />Park and Recreation Commission <br />Public Safety Board <br />Board of Adjustment and Appeals <br />Board of Appeals and Adjustments/Official Maps <br />Environmental Quality Board <br /> <br />Subd. 2. Purpose of Boards and Commissions. All Boards and <br />Commissions created by this section shall be for the purpose of advising the City Council with <br />respect to any municipal function or activity or to perform quasi-judicial functions as designated <br />herein and/or as designated from time to time by City Council Resolution. <br /> <br />Subd.3. Abolishment. The City Council may. by ordinance abolish any <br />Board or Commission created herein. <br /> <br />2.03.02 <br /> <br />Appointment of Members, Terms of Office and Removal <br /> <br />Subdivision 1. Nine Voting Members and Residence Requirement. <br />Membership of various boards and commissions shall not exceed nine members; at least two- <br />thirds 'of which shall be residents of the City of Ramsey. Members shall represent a broad range <br />of interest in functions of the City. <br /> <br />Subd.2. Ex-Officio Members. The City Council may appoint, by majority <br />vote, a council member(s) or city staff person(s) as ex-officio member(s) of any Board or <br />Commission privileged to speak on any matter without a vote, and the ex-officio member(s) shall <br />provide a liaison between the Board or Commission and City Council. <br /> <br />" <br /> <br />Subd. 3. Appointment and Oath. Members of a Board or Commission <br />shall be appointed by a majority vote of the City Council for staggered four-year terms, in <br />addition to any partial term a person may be appointed to complete on behalf of a predecessor <br />who is unable to complete said term. Each appointed member shall, before entering upon the <br />discharge of duties, take an oath agreeing to faithfully discharge the duties of office, <br /> <br />Subd. 4. Serve Without Compensation. All members of a Board or <br />Commission shall serve without compensation. Board or Commission members may receive a <br />stipend for expenses as established by resolution of the City Council. <br />Subd. 5; Attendance Policy. The absence of a Board of Commission <br />member from three or more regularly scheduled meetings of his/her board or commission within <br />any six (6)' month period shall because for removal of that member from his or her seat on the <br /> <br />3 <br />
