Ramsey3 Final Report <br />Grant No. OS-1237 <br />City of Ramsey <br />Ramsey3 <br />Scoping Process <br />The Process: <br />The final step in the R3 project was a scoping process, the outcome of which was a workable vision and <br />framework for the City's future development. <br />is final ste was overseen by a working group of 25 participants appointed by the City Council and <br />Th p <br />including members of city staff and City Council, commission members and others representing major <br />stakeholders in the city. Specifically, the group consisted of: <br />The four members of the R3 Steering Committee: <br />...Two city staff . <br />One additional Council member (chosen by Council) <br />One additional Plannin Commission member (chosen by the commission). <br />Two members from Parks and Environmental Polite (one- chosen from each) . <br />One Developer who lives in the city chosen by staff and council. <br />Six Neighborhood Representatives: These were chosen by staff and council from a list of <br />neighborhood activists who have organized neighborhood efforts. . <br />Four OST Group Leaders: These were chosen by council from participants at the OST sessions <br />and leaders of OST discussions to re were chosen by Coutnc 1 from.a list prepared by staff and the <br />Two Local Business Owners: These <br />Ramsey3 group. <br />The City identified Dan Marckel as the main consulble for th P final st p.iMar kel already had vvledge <br />of planning and the Twin Cities area proved mvalua <br />established an excellent rapport with city residents wOST se sio stand so had firsthand knowledgetof <br />highest ratings. Marckel also continued to attend the <br />. what occurred in these discussions and who attended. . <br />The final evaluation of Marckel's efforts probably was best expressed by a Working Group member <br />-who, at the final session, suggested Ramsey offer him the "key to the City:' <br />Refine the OST-based Vision Statement <br />the scoping sessions began in April, a bit later than <br />Due to changes in city staff and scheduling conflicts, <br />we initially expected. The Working Group, however, chose to schedule extra meeting and work long <br />hours in order to get the work done on time. <br />lie resulfs of the OST~ rocess were in notes recorded by the discussion leaders for each session.
