CASE # <br />UPDATE ON IMPROVI/MENT PROJECT #08-Z7,167TH AVENUE NW <br />REALIGNMENT AND ACCEPTANCE OF APPRAISALS <br />AND AUTHORIZATION TO NEGOTIATE LAND ACQUISITIONS <br />By: Tim Himmer, Assistant City Engineer <br />Background• <br />On April 8, 2008 City Council authorized staff to prepare plans and specifications for the <br />realignment of 167th Avenue NW. As you may recall this realignment related to segment one <br />only (Nowthen Boulevard to Limonite Street). During that meeting staff expressed interest in <br />expanding the project approximately 500 feet to the west to eliminate the next set of drastic <br />curves along 166th Avenue NW, and subsequently received approval to do so. <br />On June 24, 2008 this project was again discussed at the City Council as it related to the ultimate <br />alignment of the west 500 feet. Three alternatives were reviewed and staff was directed to look <br />into the potential costs associated with each. The main faces of the options presented had to do <br />.with potential impacts to property owners and an existing wetland within the project area, and <br />are as follows: <br />1. A northerly swing of the right-of--way through the existing home located at-7131 166th <br />Avenue NW. This would require a total acquisition of approximately 7.6 acres and <br />include building demolition. The lot (which is mostly wetland) would be very difficult to <br />reuse after theright-of--way and wetlands are preserved as there would be little buildable <br />area remaining. See Figure 1. <br />2. A slight southerly swing of the right-of--way through the northern portion of 7100 166tH <br />Avenue NW and the southeast corner of 7131 166th Avenue NW (including minor <br />impacts to an existing wetland). The acquisition necessary to complete this option would <br />include approxunately 6,650 square feet from 7100 166th Avenue NW, including. 5,500 <br />square feet of wetland impacts, acid 3,650 square feet from 7131 166th Avenue NW. See <br />Figure 2. <br />3. Amore pronounced southerly swing oftheright-of--way through the northern portion of <br />7100 166th Avenue NW (including significant wetland impacts) and the northwest. corner <br />of 7046 166t" Avenue NW. This option.was contemplated based. upon the desire of the <br />property owner at 7131 166th Avenue NW to not be impacted at all by this project., <br />Doing so forces the acquisition onto the property at 7046 166th Avenue NW amounting to <br />approximately 2,915 square feet. The impacts to 7100 166th Avenue NW increase to a <br />right-af--way acquisition of 20,723 square feet, including 11,667 square feet of wetland <br />impacts, and also approximately 12,900 square feet of additional acquisition due to the <br />fact that the new right-of--way would separate a portion of the property from the whole. <br />See Figure 3. <br />The estimated casts associated with. each of these options are as follows (these costs are on.Xy for• <br />the westerly S00' of the project): <br />1. The appraised value of the land is $164,000 and the estimated market value of the house <br />is $257,000, resulting in a total valuation of $421,000. Demolition of the house would <br />cost approximately $7,500,-and additional environmental im~estigation may be warranted <br />on portions of the property used for off-road driving in lowland areas. This option would <br />not impact any wetlands, and would severely limit the use of any remnant property. The <br />total estimated crcquisitiotz costs under this option are $431,466. <br />-333- <br />
