CASE # AUTHORIZE INSTALLATION OF SECURITY CAMERAS IN TH 47 PEDESTRIAN UNDERPASS By: Tim Himmer, Assistant City Engineer Background: Construction. of the TH 47 pedestrian underpass was approved at the June 21, ?005 City Council meeting. During discussion of the case concerns were raised relative to security in the tunnel. The approving motion included the installation of conduit/facilities for fiber optic connections of future surveillance cameras. The tunnel was completed in the fall of 2005, and on November 22, 2005 Council authorized the installation of lighting for added security. Observations: Usage has increased over the years as more homes are built in the adjacent subdivisions, and with the increased connectivity of pedestrian trails in the City. Over the last few months vandalism in the tunnel has become apparent, with a couple of the security lights being broken and graffiti on the walls. These items are being addressed as they are discovered but the need for security cameras is now evident, as was discussed in the approving motion back in 2005. This topic has been researched for some time now and staff has reviewed all the options, costs, IT needs/requirements and determined that the use of IP cameras utilizing a standard broadband. connection is the best way to accomplish this project. The alternatives reviewed include IP and standard cameras, and a breakdown of each is as follows: Ip DVR QWEST COMCAST Initial Install Cost $ 7,285.46 $ 7,285.46 $ .6,617.65 Monthly Internet Service Connection $ 65.40 $ 65.95 $ IT Compatibility Contingency $ 500.00 $ 500.00 $ 1,000.00 Additional Needs (trenching, equip, cabinet, etc.) $ 1,200.00 $ 1,200.00 $ 8,500.00 TOTAL $ 9,050.86 $ 9,051.41 $ 16,117.65 The advantages of using the IP cameras on a standard broadband connection include:- 1. Savings on labor and down time for. police who would need to download the information from the digital DVR in the field and upload it at the municipal on a regular basis. 2. Diminished concern for the potential loss of equipment located in the field. 3. No requirement for a climate controlled housing for the field equipment. 4. An integrated system tied into the existing municipal CCTV. The disadvantages of using the 1P camera on a standard broadband connection include: 1. A monthly expenditure and service contract. 2. The potential for lost data if/when the broadband system is down. Fending: This project is proposed to be funded through the City Trail Fund Recommendation• Staff recommends that City Council authorize the installation. of the IP security cameras in the TH 47 underpass and execute a 3 year contract with Qwest for an internet service connection. -345-
