CASE # <br />AUTHORIZE INSTALLATION OF SECURITY CAMERAS <br />IN TH 47 PEDESTRIAN UNDERPASS <br />By: Tim Himmer, Assistant City Engineer <br />Background: <br />Construction. of the TH 47 pedestrian underpass was approved at the June 21, ?005 City Council meeting. <br />During discussion of the case concerns were raised relative to security in the tunnel. The approving motion <br />included the installation of conduit/facilities for fiber optic connections of future surveillance cameras. The <br />tunnel was completed in the fall of 2005, and on November 22, 2005 Council authorized the installation of <br />lighting for added security. <br />Observations: <br />Usage has increased over the years as more homes are built in the adjacent subdivisions, and with the increased <br />connectivity of pedestrian trails in the City. Over the last few months vandalism in the tunnel has become <br />apparent, with a couple of the security lights being broken and graffiti on the walls. These items are being <br />addressed as they are discovered but the need for security cameras is now evident, as was discussed in the <br />approving motion back in 2005. This topic has been researched for some time now and staff has reviewed all <br />the options, costs, IT needs/requirements and determined that the use of IP cameras utilizing a standard <br />broadband. connection is the best way to accomplish this project. The alternatives reviewed include IP and <br />standard cameras, and a breakdown of each is as follows: <br /> Ip DVR <br /> QWEST COMCAST <br /> <br />Initial Install Cost $ 7,285.46 $ 7,285.46 $ .6,617.65 <br />Monthly Internet Service Connection $ 65.40 $ 65.95 $ <br />IT Compatibility Contingency $ 500.00 $ 500.00 $ 1,000.00 <br />Additional Needs (trenching, equip, cabinet, etc.) $ 1,200.00 $ 1,200.00 $ 8,500.00 <br />TOTAL $ 9,050.86 $ 9,051.41 $ 16,117.65 <br />The advantages of using the IP cameras on a standard broadband connection include:- <br />1. Savings on labor and down time for. police who would need to download the information from the <br />digital DVR in the field and upload it at the municipal on a regular basis. <br />2. Diminished concern for the potential loss of equipment located in the field. <br />3. No requirement for a climate controlled housing for the field equipment. <br />4. An integrated system tied into the existing municipal CCTV. <br />The disadvantages of using the 1P camera on a standard broadband connection include: <br />1. A monthly expenditure and service contract. <br />2. The potential for lost data if/when the broadband system is down. <br />Fending: <br />This project is proposed to be funded through the City Trail Fund <br />Recommendation• <br />Staff recommends that City Council authorize the installation. of the IP security cameras in the TH 47 underpass <br />and execute a 3 year contract with Qwest for an internet service connection. <br />-345- <br />
