CASE # ro <br />ACCEPT PLANS AND SPECIFICATIONS FOR CITY PROJECT #08-29, <br />ALPINE PARK WATERIVIAIN LOOP, AND AUTHORIZE FOR BID <br />By: Tim Himmer, Assistant City Engineer <br />Background: <br />On May 13, 2008 City Council. authorized this project and ordered staff to prepare plans and <br />specifications. far the construction. That authorization also included-the acquisition of Lot 2, Block 6 <br />PELTZER ADDITION from the Minnesota Pollution Control Agency (MPCA), and the construction of <br />a trail connection to Alpine Park and limited parking facilities for the approved skate park expansion <br />within the park. <br />The appraisal for the MPCA parcel has been completed, and the opinion of market value was established <br />at $25,000. Negotiations are on-going for the transfer of this property, as well as additional easements <br />required, for the proposed trail connection across other MPCA parcels adjacent to the landfill. The plans <br />have been submitted to the Watershed, Department of Health, and MPCA for pernlits. <br />Funding: <br />The watermain portion of this project is proposed to be funded through the Water Utility Fund. Trail <br />construction would be funded through the City Trail Fund. The park improvements would be funded <br />with the Lawful Gambling Fund. Property acquisition for Lot 2, Block 6 PELTZER ADDITION will be <br />split 50 - 50 between the Water Utility and Trail Funds. All proposed funding mechanisms for this <br />project, except the property acquisition, are consistent with the current CIP. <br />Recommendation: <br />Staff recommends accepting the plans and specification for City project #08-29 and authorizing it for <br />bid. <br />Council .Action: <br />Motion to accept the plans and specifications for City project #08-29, Alpine Park Watennain Loop, and <br />authorize for bid. <br />Reviewed by: <br />Public Works Director/Principal Engineer <br />CC: 8/12/08 <br />-347- <br />
