<br />Police Chief Way stated that he would like to see different dollar amounts for different <br />violations. He stated that for example, $250 for building violations, $50 for a first offense of a <br />barking dog and then an escalating rate for the 2nd offense. He stated that they usually do not <br />issue a ticket for the first time a dog has barked. He stated that he does not want to see people <br />not pay the fine and then request a hearing, which will cost the City much more. <br /> <br />Councilmember Dehen stated that built into the abatement language is that people have to give <br />their reasons for requesting a hearing and their defense. He stated that cost would not be a valid <br />reason. He stated that usually, by the time a neighbor complains they are at their wit's end, and <br />it is not the first time the dog has been barking. <br /> <br />Mayor Gamec stated that sometimes these are the hardest situations because a neighbor will <br />complain about a barking dog and that neighbor will come back and say they were barking <br />because your kids came into our yard. <br /> <br />Councilmember Elvig stated that the City needs to make sure whatever paperwork is sent to <br />people it is very clearly stated what the fees will be. <br /> <br />Councilmember Dehen stated that for barking dogs, nothing is sent to people. <br /> <br />Assistant Community Development Director Frolik suggested that she and Police Chief Way <br />come up with a sliding scale to present to the Council at a future work session for the non- <br />abatable violations. <br /> <br />Mayor Gamec stated that he would like to make sure the City gets back our costs: <br /> <br />Police Chief Way asked if there were any cities that recouped their costs for abatement. and <br />hearing officers. <br /> <br />Assistant Community Development Director Frolik stated that she can get this information from <br />other cities to see what they have in place. <br /> <br />City Administrator Ulrich stated that he thinks staff has gotten enough feedback and they will <br />bring back a fee schedule for Council review. <br /> <br />MAYOR, COUNCIL AND STAFF INPUT <br /> <br />None <br /> <br />ADJOURNMENT <br /> <br />The Work Session of the City Council was adjourned at 6:25 p.m. <br /> <br />City Council Work Session / July 8, 2008 <br />Page 4 of5 <br />
