<br />RAMSEY TOWN CENTER CITY COUNCIL SUBCOMMITTEE WORK SESSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey Town Center City Council Subcommittee conducted a Work Session on Tuesday, <br />July 29, 2008, in the Lake Itasca Room at the Ramsey Municipal Center, 7550 Sunwood Drive <br />NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Councilmember David Elvig <br />Councilmember Sarah Strommen <br /> <br />Members Absent: <br /> <br />Councilmember John Dehen <br /> <br />Also Present: <br /> <br />City Administrator Kurtis Ulrich <br />Assistant City Administrator Heidi Nelson <br />Finance Officer Diana Lund <br />Community Development Director Amber Miller <br />Terri Cleveland, Candidate for Mayor <br /> <br />CALL TO ORDER <br /> <br />The Ramsey Town Center City Council Subcommittee Work Session began at 5:09 p.m. <br /> <br />APPROVE AGENDA <br /> <br />The agenda was approved as submitted. <br /> <br />TOPICS FOR DISCUSSION <br /> <br />1) Review Options for Ramsey Town Center Development <br /> <br />City Administrator Ulrich stated a revised proposal had been received from LSA Design. At the <br />last meeting we looked at three different proposals: LSA Design, Ehlers, & Deloitte. In <br />discussing LSA, we suggested they come back with a modified proposal showing a "phased" <br />approach. Phase 1 would include four activities - those being talked about at the last meeting. <br />Phase 1 would cost about $25,000 to $30,000; Phase 2 would be an additional $15,000 to <br />$20,000; and Phase 3 would cost about $30,000 to $40,000. . Phase 1 would get us where we <br />want to be in terms of moving forward. That phase would take two to three months. It would <br />basically give us a feasibility study and the City Council would make a decision whether they <br />want to continue. <br /> <br />Councilmember Elvig inquired if there is anything that could be done to speed up the process. <br />He felt the window of opportunity is small. The banks want to move projects and he (Elvig) <br />feels it's very important to keep the property together - not to have it be disassembled but have it <br />remain cohesive. <br /> <br />Ramsey Town Center City Council Subcommittee Work Session I July 29, 2008 <br />Page 1 of 4 <br />
