<br />City Administrator Ulrich stated that it has been included in the budget but they have not yet <br />done the due diligence to determine that the job has changed. <br /> <br />Councilmember Jeffrey stated sometimes if a person has reached the top of their pay scale the <br />only way to increase that would be to change the title of the job and wanted to ensure that did not <br />happen. <br /> <br />Fire Chief Kapler referred to the capital equipment plan and advised that they were requesting <br />two pieces of equipment. He stated that the first set would be extraction tools as they had <br />noticed that the tools were not operating as efficiently as they should be. <br /> <br />Councilmember Elvig questioned what would be done with the old tools. <br /> <br />Fire Chief Kapler replied that they could determine if there would be a market for that type of <br />used equipment. He advised that they had thought of donating the equipment to another station <br />but did not want to pass on equipment that did not work properly. <br /> <br />Councilmember Jeffrey questioned if the department had thought about going back to the Lions <br />to gain funding for that equipment. <br /> <br />Fire Chief Kapler responded that the Lions had been very generous in providing the equipment <br />for the department, and had also bought two more sets for the second and third stations. He <br />thought that the City should take responsibility for replacing the equipment since the Lions had <br />already been generous in donating the original equipment. <br /> <br />Mayor Gamec thought that it should be included in the budget but advised that they could still <br />try to gain outside funding for the equipment. <br /> <br />Councilmember Jeffrey agreed that the City should fund the equipment but thought that if <br />outside funds were available to use they should use them. <br /> <br />Fire Chief Kapler stated that they were also proposing to add two additional SCBA units. He <br />explained that throughout the year they run into a situation when they have fires at different sides <br />of the city and he did not feel that they had sufficient equipment for that. He pointed out that <br />Ramsey had the lowest ratio in terms of the SCBA units per firefighter. <br /> <br />Councilmember Jeffrey questioned if some firefighters were then going out to the job without <br />full equipment. <br /> <br />Fire Chief Kapler explained that each fighter must have a backup and they then have limits to <br />what can be done because of the limited equipment. <br /> <br />Councilmember Dehen questioned how often there are fires and when the last time was that they <br />were short on equipment. <br /> <br />City Council Work Session / July 29,2008 <br />Page 12 of 15 <br />
