<br />PC Case # 3 <br /> <br />REQUEST FOR AUTHORIZATION TO CANCEL CLEANING CONTRACT <br />AND RECRUIT APART-TIME BUILDING MAINTENANCE WORKER <br /> <br />Givonna Reed Kone, Human Resources Manager <br /> <br />Background <br /> <br />Since moving into the new Municipal Center in November 2006, the City has contracted with <br />two different cleaning services. Overall, the services provided have not met the City's <br />expectations or needs. <br /> <br />The Building Maintenance Division is staffed by 2.5 FTEs. The three employees who make up <br />the division are responsible for cleaning and maintaining City facilities including buildings; <br />offices; meeting rooms; equipment and the grounds ofthe Municipal Center; Fire Stations <br />No. I and No.2; park facilities; the Public Works garage; and the Municipal Parking Ramp. <br />Building Maintenance employees also perform light maintenance on utility systems; run errands; <br />set-up and take-down meeting rooms, perform basic building and equipment repairs, assist with <br />management of voting equipment, and perform fleet management and landscaping. <br /> <br />As part of the 2009 budget process, staff proposed cancelling the cleaning contract and hiring a <br />part-time regular employee (24 hrs/wk) to assist with cleaning City facilities. As time, resources <br />and skills allow, the person hired into this position would also serve as a backup when the <br />division is short-staffed due to vacations. <br /> <br />The cleaning contract will cost the City $39,000 in 2009. Cancelling the contract and hiring a <br />part-time regular employee at an annual cost of $23,000 (including applicable taxes, benefits and <br />insurance) will result in a savings of $16,000 in 2009. <br /> <br />The cleaning contract will expire October 31,2008 and requires a 60-day notice of cancellation. <br />Staff is requesting authorization to cancel the cleaning contract, as well as authorization to begin <br />the recruitment process for a part-time regular Building Maintenance Worker.. If authorization to <br />cancel the cleaning contract is granted, the funds that would have been paid to the cleaning <br />contractor for November and December 2008 will be used to pay hourly wages for the part-time <br />Building Maintenance Worker in November and December 2008. This will result in a savings of <br />$2,600. <br /> <br />Staff Recommendations <br /> <br />Staff makes the following recommendations for Committee and City Council consideration: <br /> <br />1. Authorize staff to cancel the cleaning contract for the Municipal Center <br />2. Direct staffto begin a recruitment process for a part-time regular (24 hrs/wk) Building <br />Maintenance Worker with an anticipated start date of November 3, 2008. <br /> <br />-119- <br />
