CASE # 3 2008 -2009 SAFE AND SOBER CAMPAIGN AGREEMENT WITH STATE OF MINNESOTA By: Captain Timothy Dwyer Background: The Ramsey Police Department (PD) has participated in the State of Minnesota Safe and Sober Campaign for several years now. Through the program, grant money is available to local agencies to conduct education, and more specifically enforcement, in the area of drunken driving, seatbelts, and speeding. All law enforcement agencies in Anoka County will be participating in the 2008-2009 grant operation, starting in October 2008, and running through September 2009. Ramsey PD has been active in this program, putting officers on State paid day/nightovertime shifts, which have resulted in increased, alcohol-related arrests and other moving violation citations, making our City a safer place to live. The Ramsey PD has won equipment and 2nd place awards for participation in this program. The State of Minnesota needs a resolution from Council authorizing the execution of the 2008- 2009 agreement. All shifts are overtime, paid in full by the State grant program, and occur within the City limits of Ramsey. No patrol shifts are shorted, and the only additional expenses to the City would be fuel costs, potential court time, and a minimal increase in clerical time to process reports. This program has been very successful in Ramsey and we would like to continue this partnership with the State of Minnesota to keep our roadways safe. Funding Source: The City would provide what we call a "soft match" where we supply the vehicle, fuel, possible court time, and a minimal increase in clerical time for processing reports. This minimal cost would be funded from the Department's general budget. The actual wage for the officer on duty is paid through the grant from the State of Minnesota. Recommendation: Staff is recommending Council adopt a resolution authorizing the execution of the Safe and Sober Campaign agreement with the State of Minnesota. -135-
