<br />CASE # 3 <br /> <br />2008 -2009 SAFE AND SOBER CAMPAIGN <br />AGREEMENT WITH STATE OF MINNESOTA <br />By: Captain Timothy Dwyer <br /> <br />Background: <br /> <br />The Ramsey Police Department (PD) has participated in the State of Minnesota Safe and Sober <br />Campaign for several years now. Through the program, grant money is available to local <br />agencies to conduct education, and more specifically enforcement, in the area of drunken <br />driving, seatbelts, and speeding. All law enforcement agencies in Anoka County will be <br />participating in the 2008-2009 grant operation, starting in October 2008, and running through <br />September 2009. <br /> <br />Ramsey PD has been active in this program, putting officers on State paid day/nightovertime <br />shifts, which have resulted in increased, alcohol-related arrests and other moving violation <br />citations, making our City a safer place to live. The Ramsey PD has won equipment and 2nd <br />place awards for participation in this program. <br /> <br />The State of Minnesota needs a resolution from Council authorizing the execution of the 2008- <br />2009 agreement. All shifts are overtime, paid in full by the State grant program, and occur <br />within the City limits of Ramsey. No patrol shifts are shorted, and the only additional expenses <br />to the City would be fuel costs, potential court time, and a minimal increase in clerical time to <br />process reports. This program has been very successful in Ramsey and we would like to <br />continue this partnership with the State of Minnesota to keep our roadways safe. <br /> <br />Funding Source: <br /> <br />The City would provide what we call a "soft match" where we supply the vehicle, fuel, possible <br />court time, and a minimal increase in clerical time for processing reports. This minimal cost <br />would be funded from the Department's general budget. The actual wage for the officer on duty <br />is paid through the grant from the State of Minnesota. <br /> <br />Recommendation: <br /> <br />Staff is recommending Council adopt a resolution authorizing the execution of the Safe and <br />Sober Campaign agreement with the State of Minnesota. <br /> <br />-135- <br />
