<br />CASE # '-\ <br /> <br />AUTHORIZE IMPROVEMENT PROJECT 08-30, <br />SKATEPARK - ALPINE PARK <br />By: Mark Riverblood, Park's Supervisor <br /> <br />Background: <br /> <br />Within the 2008 Parks Capital Improvement Program (CIP) is an allocation of $195,000 for what <br />would be the first part of a longer-term, phased development of the west side of Alpine Park. <br />Specifically, this case addresses the construction of a two-level plaza style skatepark. On June <br />24th, 2008, City Council approved plans and specifications to obtain bids for the skatepark <br />feature. Staffis pleased to 'report that North Country Concrete of Ramsey is the low bidder. <br /> <br />In addition, the bid amount is consistent with CIP estimate - which also anticipates an <br />expandable parking area to serve the skatepark in. the near term; and future improvements in a <br />subsequent year. <br /> <br />Observations: <br /> <br />As Council may recall, the concept for the skatepark plaza design included the ability to use an <br />extension of the lower slab for an ice rink in the winter, and wheeled hockey at other times in the <br />future (as well as basketball etc.). Accordingly, bids were received for the entire concrete slab, <br />with a 'deduct' to reduce the slab to only that which makes the skatepark itself functionaL <br />Below are the bid amounts for the skatepark plaza and corresponding slabs only. <br /> <br />North Country Concrete (Ramsey) <br />, American Liberty Construction (Rockford, MN) <br />American Ramp Company (Joplin, MO) <br /> <br />$139,797 <br />$148,900 <br />Incomplete Bid <br /> <br />As indicated, a parking area would enhance and support the Skatepark facility, which is <br />estimated at approximately $57,500. The $195,000 CIP estimate, less the $139,767 plaza, leaves <br />$55,233 for the parking lot and connection to Alpine Drive. <br /> <br />Because of the larger scale of the future concrete slab( s), storm water treatment in the form of a <br />small sedimentation basin may be required. For this reason, staff recommends moving forward <br />with the skatepark plaza at this time, and revising the 2009 - 2013 CIP document to consider <br />integrating the parking and storm ponding needs into one project - with revised costs. The <br />skatepark plaza would be complete before school is out this coming spring. The parking and <br />storm water system may be bid as an alternate to another project so as receive as competitive hid <br />as possible - and also considered for 2009 construction. <br /> <br />Funding: <br /> <br />Of the $195,000 CIP estimate, $175,000 is scheduled to come from the Lawful Gambling Fund. <br />The other $20,000 would come from T-Mobile's annual lease payment into the Park Trust Fund <br /> <br />-139- <br />
