2. Consider the monies for adding steps and or an overlook as part of the 2008 storm
water outlet to the Mississippi River (While a trail is included to the river as part
ofthis project, access to the river is not accommodated yet.)
3. Continue to pursue a fishing pier on the Mississippi (near Riverdale park) -
possibly utilizing in-house construction labor.
4. Consider redirecting the funds to paving a trail access to King's Island in Anoka-
where trails could be mowed and ultimately residents could access the city of
Anoka's pier about ~ mile east of Ramsey's border.
5. Consider 'earmarking' the $14,000 towards a boat landing and fishing pier within
Anoka County's Mississippi West Regional Park to accelerate the timing of this
project. (The park is not as of yet scheduled for any improvements within
Metropolitan Council, or Anoka County's 5-year plans.)
6. Other.

It perhaps should be noted, that the location referenced in number #5 above may be one of the
better low water shore fishing locations in Ramsey, which is an important consideration in most
summers. Plus, the uses of a boat/canoe landing and a fishing pier are complementary with.
regard to parking, ADA access, restroom etc. Attached is a concept plan for Mississippi West
Park showing the (future), county proposed boat landing.

Staff recommendation:

Staff recommends that the drinking fountain for Rivers' Bend Park be approved for 2008
installation; and that general planning direction be provided with respect to the fishing pier
planning question.

Council Action:

Motion to direct staff to implement the 2008 Parks Capital Improvement of a drinking fountain
for Rivers' Bend Park; from the Park Improvement Trust Fund - at a not-to-exceedcost of
$7,000.

Reviewed by:
City Administrator
Finance Officer

cc: 08/26/08

-148-
