<br />TITLE: <br /> <br />CASE # ~ <br /> <br />PROPOSED AMENDMENT TO BY-LAWS REGARDING HRA <br />MEMBERSHIP <br /> <br />BY: Sylvia.Frolik, HRA Executive Director <br /> <br />INTRODUCTION: <br /> <br />In recent months, the City Council has indicated an interest in amending. the HRA Board <br />membership from City Council members to residents. The ch~ge in membership would require <br />an amendment to the HRA By-Laws. <br /> <br />. DISCUSSION POINTS: <br /> <br />Enclosed is a draft resolution to amend the HRA by-laws. A summary of the amendments is as <br />follows: <br /> <br />1. The members of the HRA would transition from City Council members to residents of <br />the community. The draft by-laws also include the option to have 1 or more council <br />members appointed to the HRA. <br /> <br />2. In accordance with State Statute, the terms for residents serving on the board would be <br />for 1, 2, 3, 4 and 5 years respectively. Thereafter, each commissioner will be appointed <br />for a 5 year term. If there are city council members. on the board, their terms run <br />concurrent with their council terms. <br /> <br />3. Staff is recommending that the change in board membership become effective on a date <br />certain; for example, January 1,2009. <br /> <br />4. Language has also been added to allow the board to vacate. a position for poor attendance. <br /> <br />5. The meeting place has been updated to the new Municipal Center versus Fire Station # 1. <br />Meeting frequency. remains to be on the 2nd Tuesday of the month, but on an as needed <br />basis, which is the current practice. <br /> <br />ATTACHMENTS: <br /> <br />1.
