<br />RESOLUTION NO. 2005-31 <br /> <br />RESOLUTION OPPOSING PROPOSEDSMALLMOUTH BASS <br />REGULATION CHANGES TO THE MISSISSIPPI RIVER <br />BETWEEN ST. CLOUD AND COON RAPIDS <br /> <br />WHEREAS, the Minnesota Department of Natural Resources is currently in the stage of <br />accepting public comment regarding the establishment of Smallmouth Bass regulations to the <br />Mississippi River between St. Cloud, Minnesota and Coon Rapids, Minnesota; and <br /> <br />WHEREAS, the Department of Natural Resources is considering establishing the following <br />regulations which would directly effect the Mississippi River section located in the City of <br />Anoka: <br /> <br />)0 Regulation of a 12-20" protected slot limit <br />)> Three (3) fish daily bag limit <br />> One (1) fish over 20" limit. <br /> <br />WHEREAS, the Anoka City Council does not feel that said regulations are necessary at this <br />time, as there has been an evolution of improvement in the river relating to cleanliness of the, <br />water as wellas an increase in the population and size offish; and <br /> <br />WHEREAS, the Anoka City Council feels that establishment of said regulations would create a <br />negative economic impact on the City of Anoka; and . <br /> <br />WHEREAS, the Anoka City Council feels that the establishment of said regulations would also <br />be largely detrimental to the success of the Anoka Fins for Skins Smallmouth Bass <br />Tournament, which is sponsored by the Edward B. Cutter/Anoka American Legion Post 102, <br />Anoka AreaChamber of Commerce and Anoka Riverfest & Crafts & Art Show, of which is held <br />annually in the City of Anoka and is a large generator of economic prosperity for the City, the <br />local businesses and Boy Scout Troup #233, all of whom greatly benefit from this annual event. <br /> <br />NOW, THEREFORE, BE IT RESOLVED, that the Anoka City respectfully opposes the <br />proposed smallmouth bass regulation changes to the Mississippi River between St. Cloud and <br />Coon Rapids. <br /> <br />Adopted by the Anoka City Council this the 18th day of August 2008. <br /> <br />ATTEST: <br /> <br />Amy T.
