CASE # \

REQUEST FOR COMPREHENSIVE PLAN AMENDMENT:
CASE OF CITY OF RAMSEY
By: Sylvia Frolik, Asst. Community Development Director
Tim Gladhill, Associate Planner

Background:

The City has recently approved a site plan for Ramsey-Arbor Properties for the development ofa
multi;..tenant building at the corner of Armstrong Blvd. N.W. and Riverdale Drive N.W. in
Alpaca Estates. It has been brought to the City's attention that extension of sanitary sewer and
municipal water to this site will require a minor comprehensive plan amendment. The property is
in the Metropolitan Urban Service Area but the Development Staging Plan' in the 200 I
Comprehensive Plan indicates that this particular area is scheduled for. services between 20 I 0
and 2015.

In addition, the Norfolk Office building was also constructed in this area in 2004 and serviced
,with sanitary sewer and municipal water. That building is now occupied by Milestone Radio
(KI06 BOB FM).

The City has been advised by the Metropolitan Council that the City should process a minor
Comprehensive Plan Amendment to vary from the Staging Plan for these 2 sites. It is anticipated
that no further development will occur in this .area prior to the staging plan being updated in the
2008 Comprehensive Plan.

The following items are enclosed for your information:

a) Site location map
b) Proposed resolution approvmg the request and authorizing submittal to the
Metropolitan Council.

Observations:

The City Council has adopted an interim policy for addressing requests for Comprehensive Plan
Amendments prior to the Comprehensive Plan Update being completed. The interim policy.
considers the following factors:

1. The proposed land use considers traffic levels and patterns.
a. Traffic impacts of the proposal should be assessed for adjacent streets and affected .
collector streets. Impacts resulting in a safety hazard, increase in fire or police
response time, or substantial increase in traffic congestion should be mitigated.
b. Potential future travel corridors should be identified and preserved where feasible.

The traffic impacts associated with the development of the 2 sites have not been formally
assessed. However, Riverdale Drive N.W., Armstrong Blvd. N.W., and T.H. #10 have all been
designed to carry commercial traffic. The impact to traffic is determined to be minimal as the

-109-
