CASE # a

CONSIDER MNDOT SIGNAL AGREEMENT THIO - SUNFISH LAKE BLVD
PROJECT #08-20
By: Leonard Linton, Civil Engineer II

Background:

The Ramsey Town Center AUAR identified area roadways that would need to be
upgraded. Sunfish Lake Boulevard was one of the roadways slated for upgrading due to
the existing operation and safety of the signal at Trunk Highway 10. Ramsey Boulevard
was upgraded with a center median, left turn lanes and traffic signals based on these
recommendations.

The city entered into a Joint Powers agreement with the county for these improvements, with
the County being responsible for coordinating the design and construction of the work on
Sunfish Lake Boulevard. The work will include widening Sunfish Lake Boulevard to two lanes
in each direction plus turn lanes to and from westbound TH 10.

The attached agreement replaces the agreement signed in 1989 for operation of the signal at TH
10 and Sunfish Lake Boulevard. The new signal adds emergency vehicle preemption (EVP)
which is not present on the current signal. The State is. providing the cabinet and Control
Equipment. The lights and poles are included in the Sunfish Lake Boulevard Project Bid by
Anoka County. The County Board is scheduled to award the contract to Forest Lake'
Contracting at their September 9,2008 meeting. The City will continue to be responsible for
maintenance of the signal, we currently use the Anoka County Signal department for this task
since we do not have the necessary equipment.

This agreement gives permission for the City, County and their contractors to carry out
the necessary work in the MNIDOT right~of-way.

Funding Source:

This work was anticipated in the Master Development Agreement for Ramsey Town
Center. The Regional Roadway Improvement Assessments are designated to help pay for
these improvements.

Staff Recommendation:

Staff recommends that the City Council approve the attached agreement.

Council Action:

Motion to authorize signing the Traffic Control Signal Agreement No. 92644M Between
The State Of Minnesota, Department Of Transportation and The City Of Ramsey for
TH10 and Sunfish Lake Boulevard.

-115-
