<br />Councilmember Look introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #08-05-080 <br /> <br />A RESOLUTION ADOPTING FINDINGS OF FACT #0826 RELATING TO A <br />REQUEST FROM NATHAN WATTENHOFER FOR AN ACCESSORY STRUCTURE <br />HOME OCCUPATION PERMIT TO OPERATE A SPECIALTY FABRICATION <br />BUSINESS ON THE PROPERTY LOCATED AT 17131 BAUGH ST NW <br /> <br />WHEREAS, the City of Ramsey received an application from Nathan Wattenhofer <br />requesting a home occupation permit. to operate a specialty fabrication business in an accessory <br />structure located on the property generally known as 17131 Baugh St NW and legally described <br />as follows: <br /> <br />Lot2 Block 1 Kings Ranch Estates <br /> <br />(the "Subject Property") <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA that the findings of fact relating <br />to the request are determined to be as follows: <br /> <br />1. That on February 24, 2008, Nathan Wattenhofer hereinafter referred to as "Applicant", <br />properly applied for an accessory structure home occupation permit to operate a specialty <br />fabrication business. <br /> <br />2. That the Applicant appeared before the Ramsey Planning Commission for a public <br />hearing pursuant to Section 9.03.05 of the City Code on April 3, 2008, and that said <br />public hearing was properly advertised and that the minutes of said public hearing are <br />hereby incorporated as a part of these findings by reference. <br /> <br />3. That the Subject Property is zoned R-1 Residential - Rural Developing, and the <br />surrounding parcels are also zoned R-1 Residential- Rural Developing. <br /> <br />4. That the Applicant shall improve the access to the accessory structure with a minimum of <br />prepared gravel. <br /> <br />5. That the Subject Property is approximately 3.07 acres. <br /> <br />6. That the Subject Property is surrounded by lots of various sizes; residential lots on the <br />west side of Baugh St are approximately 1.5 acres, to the south is a vacant 40 acre parcel <br />and the parcel to north, which is also owned by the Applicant, is approximately 7 acres. <br /> <br />7. That specialty fabrication businesses operated within an accessory structure are not a <br />permitted use in the R-1 Residential District without the issuance of a Home Occupation <br />Permit. <br /> <br />8. That on December 16, 2003 the City Council adopted a Home Occupation Ordinance <br />allowing residents the ability to apply for a Home Occupation Permit to operate a <br />
